Meeting —April 23, 2013
Mt. View Gym Martial Arts Classroom
MINUTES
The meeting was called to order at 5:36 p.m, by Marlene Hapai, Chair
In attendance: Dan Taylor, Farris Esterlee, Sharon Daun,
Terry Daun, Stephanie Bath, Martin Mimmack, Bill Hanson, Marcia May, Sue Poffel,
Rusty Jones, Marlene Hapai
Approval of Minutes as Circulated
Old Business:
1. Emergency Response Mapping Workshops
a. Coordinators for each workshop: Bill Hanson, Marlene Hapai
b. Person of contact within subdivision/area for each workshop Patti Pinto,
Fern Acres; Russ Schultz, Leilani Estates
c. Presenters, Moderators for each workshop: CERT or Emergency
Responders for each participating subdivision
d. Still finalizing date, time and location details for each subdivision
presentation
e. Flyers will be produced and distributed prior to each presentation
2. Community Presentation Schedule
a. Subdivisions — Leilani, Fern Acres
b. Subdivision Leadership /People of Contact

c. Dates and Time available for Civil Defense in April/May:
10:00 a.m. —Noon, April 13, 21 May 4, 18
Need to finalize dates. June date choices to be added.
3. Puna Regional Emergency Preparedness (PREP) Fair — approved to proceed
by PCDP Action Committee on March 12, 2013; August 31, 2013, 9 a.m. -
3:00 p.m.; Use of Keaau High School confirmed by Principal Dean Cevallos,
pending submittal of appropriate forms and responsible party. Keaau High
School is central to upper and lower Puna. Forms submitted to KHS 4/17/13.
3a. Reviewed and approved letter of invitation to participants with
suggestions to include: 1. will be using stamps on cards to indicate attendee
participation and these will be redeemed for prizes and encourage,
2. presenters to provide "gifts." Also include contact information.
3b. Recommended letters be sent to dignitaries
4. Continue brainstorming on PREP Fair reviewing input from last
subcommittee meeting, input from meeting with Bill Hanson of Civil Defense
and including new input as follows:
• Presentations by Humane Society and Firewise;
Activities — CERT Obstacle Course, Fire Dept. EMT Ambulance,
American Red Cross training;
New additions to - government agencies /organizations to invite:
Neighborhood Watch, CAP, ROTC, Boy Scouts, Girl Scouts, School
Service Groups, Youth Challenge.
Need names and email addresses to send letter of invitation.
5. Food Vendors: Athletic Department, School Band — ask for set up/breakdown
help and entertainment in return.
6. Budget: Potential things needed to be funded: 2000 bags, MC, Sound System,
2000 Water Bottles, 2000 Can Openers, 2000 Flashlights, Banners, Ads
7. Added Hawaiian Airlines, Hotels, Zipline, and Food Establishments to
Sponsors
New Business:
Needed: People to contact experts on different hazards; hurricanes /waterspouts, tsunami,
flooding, fire, lava flows, earthquakes (recommendations for experts in each area to
contact and contact them to see availability on August 31 st— 20 minute session: (10 -12
minute presentation + 8 -10 minute Question and Answer period)
Other: Due to needing to leave early, Marcia May presented her concerns at the
beginning of the meeting that follow: She manages the MtView and Keaau School
emergency shelters and is requesting that sex offenders and prisoners be identified in
some way so they can be excluded from shelters. She was concerned that presently
Hawaii inmates brought back from non - Hawaii prisons no longer wear any uniforms and
thus are not easily identified. She objects to the reopening of Kulani as a prison
considering there are many other non - prison programs already in that area. She
recommended that prisoners must take classes first and not just go from prison to the
outside.

Adjournment: Farris Esterlee moved the meeting be adjourned and Sue Poffel seconded
the motion. The meeting was adjourned at 6:38 p.m.
