Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on April 9, 2013
NEW BUSINESS:

Communication No. 2013 -27: Connectivity and Emergency Response Subcommittee
( CERSC) Report. Representatives of the CERSC will report to the AC on the activity and
progress of the CERSC since the April 9 PCDP AC meeting. (10 min)
2. Communication No. 2013 -25: Mass Transit Subcommittee. Representatives from the Mass
Transit Subcommittee will report to the AC on their April 23, 2013 meeting. (10 min)
3. Communication No. 2013 -24: Request for Scholarships to Attend Hawaii Conference of
Planning Officials (HCPO). Memo from the Planning Director in response to the Kona CDP
Action Committee's request for scholarships to all CDP AC members to attend the upcoming
HCPO conference scheduled for September 18 -20, 2013 at the Keauhou Bay Resort. (10 min)

4. Communication No. 2012 -57: PCDP AC Comments on Application for Amendments to
Special Permit Application No. 1122 (SPP 1122). The AC will consider suggestions for
inclusion in a letter to the Planning Director commenting on the Hawaii Volcano Circus, Ltd.
application to amend their Special Permit to allow additional uses and activities including:
a) Establishing a self - sustainable Community Arts and Education Center Demonstration
Model;
b) A farmer's market;
c) Public /fundraiser performances; and
d) A certified kitchen.
Communication No. 2012 -57.1: Siracusa testimony on application to amend SPP 1122.
Communication No. 2012 -57.2: Background and Recommendation report of the Planning
Director for the Director's petition to the Windward Planning Commission for revocation of
SPP 1122.
Communication No. 2012 -57.3: Snover testimony on application to amend SPP 1122.

5. Communication No. 2013 -23: Planning Director's Pre - Environmental Assessment
Consultation Comment Letter for Hawaii Island Community Development Corporation
(HDIC) Hawaiian Paradise Park Mutual Self -Help Housing Project — Phase III.
The AC will consider the Planning Director's comment letter and discuss possible response to
anticipated request for comments on the draft EA when published. (15 min)
6. Mt. View Playground Equipment Project Report: Sharon will report on the status of the
project. (5 min)
UNFINISHED BUSINESS:
1. Communication No. 2013 -26: Draft Revisions to the 2013 PCDP Action Priority List.
The AC will consider amendments to the 2013 Action Priority List, as revised November 23,
2012 and approved on December 11, 2012, drafted by Dan and Farris. (30 min)
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the June 11, 2013
meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-
91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
