<br />NORTH KOHALA COMMUNITY DEVELOPMENT PLAN <br />ACTION COMMITTEE MINUTES <br />MEETING DATE March 11, 2013 <br />TIME 5:02 pm <br />PLACE County Facility (former Bank of Hawai‘i Building), 54-3888 <br />Akoni Pule Highway, Kohala, Hawaii 96755 <br /> <br />ATTENDANCE <br />1. Members Present: Collin Kaholo, Joe Carvalho, Hermann Fernandez, Frank Cipriani, and <br />Susan Fischer. <br />2. Members absent: Christopher “Keone” MacKillop, Jon Adams and John Winter <br />Also present was Project Manager Rosalind Newlon from the Office of the Hawai’i County <br />Planning Department. <br />3. Public Attendance: Val Barnes, Peter deVries, Lynda Wallach, Council Member Margaret <br />Wille and Toni Withington. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS: Toni Withington said that she <br />brought in an article from “Environmental Hawaii” on how the Planning Department views the <br />CDP’s. Council Member Margaret Wille said that the article that Ms. Withington referred to is <br />about a lawsuit arguing that the CDP should be applied to a particular project. <br />ADMINISTRATIVE MATTERS: <br />1. Minutes of the January 14, 2013 meeting were reviewed and discussed by the AC <br />Members. The minutes were unanimously approved with changes submitted by the AC <br />members. The minutes of the February 11, 2013 meeting were deferred until the April 8, <br />2013 NKCDP AC meeting. <br />REPORTS <br />1. NKCDP AC SUBCOMMITTEE REPORTS <br /> <br />a. Growth Management: Hermann Fernandez reported that the Subcommittee is <br />drafting procedures and that they will be forwarded to the Chair for next month’s <br />meeting. Hermann said that the subcommittee also discussed the last AC meeting <br />agenda item regarding AC correspondence procedures. <br />b. Public Access: Joe Carvalho provided the following updates for Public Access <br />activities: at Hapu’u –Pacific Plains provided a letter of intent to provide conservation <br />easements; at Pahoa Beach, lots were purchased; and at Upolu Airport restoration, <br />200 naupaka plants are ready to plant and that the “no trespassing” signswere <br />removed. <br /> <br />c. Parks and Water Improvement – Toni Withington reported that the Subcommittee <br />th <br />held a meeting on March 4 to assist people having problems with water <br />transmission lines, water quality and water pressure. Toni said that they found the <br />biggest problem was the spaghetti water lines and water leaks. Toni said that the <br />subcommittee will get more information and work the Department of Water Supply on <br />these issues. <br />1 <br /> <br />
