Notes from Growth Management Subcommittee Meeting May 6, 2013

Norman Piianaia, from Na Kalai Waa, updated the subcommittee on a proposed
special use permit for ag zoned parcel 5-5-08-44, a 10-acre parcel located
between Alaalae and Hoea in Hawi. The land was donated to the organization
by the late Kim Smith. Na Kalai Waa
dedicated to preserving the Hawaiian Culture.
The proposed special use permit will request overnight accommodations on ag
land to house up to 30 children (campers - average age 14 years-old) for six one-
week periods during the summer, a total of 180 children over a six-week period.
The campers would spend very little time on the property, instead learning
traditional wayfaring and voyaging at or near the ocean, and travelling to the
mountains for more cultural education. Na Kalai Waa plans to construct
accommodations for the campers along with a certified kitchen and imu.
Na Kalai Waa has a contract with Kamehameha Schools and has already
educated over 2500 children on traditional Hawaiian wayfaring and voyaging
methods.
The subcommittee asked numerous questions, especially regarding the
proposed buildings on the site, and the community outreach to date. Norman
explained that the process has just begun, and they are investigating building
yurts (the subcommittee suggested Hawaiian Hale(s)), and have spoken to many
members of the local community. He emphasized that Na Kalai Waa wants a
win-win situation and will not move forward if there is opposition to this project.
The subcommittee had no objections to this proposed special use permit, but
acknowledged that there are some aspects of the project that may conflict with
the CDP. Overall, the subcommittee overwhelming supports the goals of Na
Kalai Waa

subcommittee was approved and the list of land use applications provided by the
Planning Dept. was added to the document.
We reviewed the Parcel Consolidation and Re-subdivision of TMKs 5-5-
008:066/067 (Mohammadi house). The property line dividing the two lots will be
shifted mauka to accommodate the house that was built on the property line.
The subcommittee had no objections.
We reviewed the proposed subdivision of TMKs 5-9-008:007/018 from 2 lots into
3 lots. The two Kohala Estate parcels combined comprise 10.174 acres. The
three lots proposed would measure 3.145 ac., 3.259 ac., and 3.770 ac. The
three lots will conform to the existing zoning (A-3a), and the new lot will have a
water meter provided by the Kohala Ranch Water Company. The subcommittee
had no objections to this subdivision.
We did not review the proposed variance from EWM Investments on TMKs 5-4-
008:001 and 5-4-010:029 Right-of-Way-Improvement, because we did not have
background information explaining the details of the variance request. We will
take this up at the next subcommittee meeting.
