HomeMy WebLinkAbout2013-04-03 NK Community Access Group Meeting Notes North Kohala Community Access Group Meeting Notes April 3, 2013 (Old Bank of Hawaii 4:30pm) Participants : Beth Robinson, Keone Mackillop, Toni Withington, David Blair, Jack Hoyt, Rick Gmirkin, Margaret Wille, Bobby Glory, Joe Carvalho, Ted Matsuda. Akoakoa Pint (Bird Cave) Nothing new to report Hapu'u – Kapanaia We have sent Misty Kai some information on the list of parcels (which their property is a part of) on the PONC and asked if they would like to submit a letter of intent Pacific Plains, LLC, through Robert Milbank, Jr., Trustee in the Bankruptcy of Pacific Plains, LLC, has executed a Grant of Public Access Easements. The GOE has been signed by the Mayor and a resolution has been forwarded to the County Council for acceptance of the Public Access Easements. Should be on the Council agenda for March 20. Kauhola Lighthouse There will be an informational meeting on the ideas that were gathered for the management plan on April 16, 2013. It will be held at the Kohala Intergenerational Center from 6:30 to 8:30 Halelua Nothing new to report Pahoa Beach The new owners are an investment group from California. They will clean up the beach area of rubbish. They will remodel the existing house and plan to sell it. They have submitted a permit to the county for remodeling. · We need to research where the legal public access is located. Once the legal access is established, we can get a solution with the landowners and the · community for a reasonable access. Upolu Airport - East end of the runway Nothing new to report Upolu Airport Area Restoration There is about 400 Naupaka cuttings planted in pots. 3 Sign have been sketched by Kohala Middle School students There are some local artists led by Malia Welsh who will help the students with enlarging and coloring the sketches. Kim Sweeny may help the students with the lettering. Coast Guard Road HILT is doing an Iconic lands list and its Big Island Council approved the list for Mahukona, Hapu’u to Kapanaia, Nuilii and Puakea. The old coast guard road and shoreline parking area (33 acres of Parker Foundation Trust) is part of the Puakea listing. Puakea Bay Ranch There was a site visit with the following personnel. State Na Ala Hele (Clem Chang and Nelson) County of Hawaii Planning Department (Larry Brown) Corporation Counsel Office (Chris Brillante) Ala Kaha Kai NSP (Rick Gmirkin) Pua Kea Bay Ranch Homeowners President (Rosemarie Oares) 7 members of the community The Mauka public access trail (which is granted by the county) was illegally closed. We want the county to clean and open that trail. There was strong community input to move the Na Ala Hele trail (the State trail on the ocean side of the existing residence) back about 20’ mauka. They could do a re-survey. Ala Kaha Kai NPS will do some research on the liability issue if they and perhaps Kohala Lihikai were to accept a portion of the trail Ranch at Puakea Bobby Glory manages the property and will put in an easy entry gate with a Public Shoreline Access sign on the lateral access trail. Latitude 20 (Land south of Pao'o) We’ll invite the landowner to our next month’s meeting. Kaiholena Ala Kaha Kai Trail Association is still seeking funding to purchase the Kaiholena South property. Kohala Kai . A draft Shoreline Public Access Plan and draft Grant of Public Access Easements document were submitted and reviewed by the Planning Dept. and Corp. Counsel. While both documents were generally acceptable, certain technical corrections were pointed out for correction before execution. Grant of easement documents Ongoing work on maps with Ala Kaha Kai to create layers. Old government roads and rail roads Nothing new to report. New Items We’ve update the coastal property database.
