Bldg E, 2nd Floor PLACE: West Hawaii Civic Center 74-5044 Ane Keohokalole Highway Kailua-Kona, Hawaii 96740 AGENDA 05/22/13 CALL TO ORDER STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA ADMINISTRATIVE MATTERS Minutes of the Meeting of April 24, 2013 1. Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and 2. must comply with HRS § 92-7(d)) KCDP AC discussion of Chapter #4: “Goals, Objectives, Policies and Actions” of 3. the Kona Community Development Plan. Nomination for chair and vice chair and discussion of membership and 4. responsibilities of sub-committees. BUSINESS OF COMMITTEE Action Committee will continue ongoing review of KCDP Implementation. 1. KCDP Goals, Policies and Actions & discuss roles & responsibilities. a. - The Action Director Initiated Amendment to the Hawaii County Code Committee and the Planning Director/Staff will continue discussion for proposed amendments to the Hawaii County Code to address those amendments articulated within the KCDP specifically the Action Committee will review HCC Chapters 23 & 25 regarding implementation of the KCDP. b. continued discussion of benefits to the community. Action Committee will review sub-committee reports Sub-Committee Reports. 2. and recommended motions and discussion items to place on the next meeting agenda for action. Action Committee will discuss the Outreach Report which provides a. information regarding the sub-committee members, purpose and copy of approved minutes of meetings held. Action Committee will discuss the Economic Development Report which b. provides information regarding the sub-committee members, purpose and copy of approved minutes of meetings held. Action Committee will discuss the TOD Sub-Committee Activities/Report c. which provides information regarding the sub-committee members, purpose and status of activities/meetings/research conducted to date. d. Action Committee will discuss the Land Use, Environmental & Cultural Resources sub-committee Action Plan which provides updates on previous motions that have been approved; the current requests for information made to the Planning Department, the current discussion items and proposed future discussion items. i. - The Land Use, Environmental & Cultural Open Space Network Resources Sub-Committee will continue discussion with the Action Committee of the open space network plan format and content. e. Action Committee will discuss the Transportation and Public Facilities sub- committee Action Plan which provides updates on previous motions that have been approved; the current requests for information made to the various county departments for updates, current discussion items and proposed future discussion items. i. Bo Kahui will report on the “Alliance for a Sustainable Ahupua‘a” Kealakehe & Keahuolu-“Puwalu” meeting held on May 7, 2013. g. Bo Kahui and Ken Melrose will report and make recommendation for motion for timely comment on the designations proposed at a meeting held by Fish and Wildlife Service on May 15, 2013 for “Reopening of Comment Period, Availability of Draft Analysis, Notice of Public Hearing, Regarding the Proposal to List 15 Species as Endangered and Designate Critical Habitat for 3 Species on Hawaii Island.” STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS Next Meeting June 26, 2013– Kona Planning Department Conference Room, · WHCC 2 ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged PLANNING DIRECTOR BJ Leithead Todd 3
