Masunaga Deputy East Hawai `i Off-ice 101 Pauahi Street, Suite 3 Hilo, Hawai `i 96720 Phone (808) 961 -8288 Fax (808) 961-8742 On March 5, 2013 the Pahoa Regional Town Center Plan Steering Committee (PRTCPSC) hosted a meeting with selected landowners to introduce a proposal for extending Post Office Road from Pahoa Village Road to Pahoa Park. The invited landowners represented those initially identified by the PRTCPSC as obvious stakeholders potentially affected by any possible extension of Post Office Road west of Pahoa Village Road. Those landowners in attendance raised several questions about such a proposal which we have attempted to address in the remainder of this letter. 1. Is the County willing to purchase any roadway right-of-way necessary to extend Post Office Road? • The County may include the cost to purchase the road right -of -way for the extension of Post Office Road from Pahoa Village Road to the Pahoa Park and/or beyond to create a loop road connecting back to Pahoa Village Road in the project CIP budget. • The Planning Director will be recommending Fair Share Contributions for all commercial upzoning for roads, parks, police, fire and solid waste. The final decision to impose Fair Share Contributions for rezoning rests with the County Council. • The Planning Director will recommend accepting dedication of the road right -of -way by the landowners in lieu of the Roads portion of Fair Share Contributions assessed as a condition of the rezoning ordinance. Final decision to accept road right -of- -way dedication in lieu of Roads Fair Share Contribution rests with the County Council. 2. What is the County's commitment to implement construction of the road and other infrastructure improvements to allow far commercial development in this part of the village? • The Pahoa Regional Town Center Plan Steering Committee, being a subcommittee of the Puna CDP (PCDP) Action Committee (AC), may request that the AC submit a www.cohnlanningdePt,com Hawaii Counn is an Equal opportuniry Provider and Etnployer planning@co.hawaii.hi.us Mr. Mark Hinshaw, Chair and Members of the Pahoa Regional Town Center Plan Steering Committee May 23, 2013 Page 2 CIP Budget request to the County for the design and construction of an extension of Post Office Road. Additionally, a Pahoa Regional Town Center Plan adopted by the County Council might call for the establishment of a public facilities improvement district for Pahoa that would define funding obligations for specific infrastructure improvements and help to expedite the development of those improvements. Once the project is added to the County CIP Budget by the administration, approved by the County Council, and funding has been secured the County could proceed with executing contracts for land acquisition, roadway design and construction. For CIP budgeting purposes estimate $1,500 per foot for design and construction of two lane road with curbs, gutters and sidewalks (Does not include land acquisition) Approximately 980 -foot Post Office Road extension from Pahoa Village Rd. to Pahoa Park is approximately $1,470,000. Estimate $300 -400 per foot to install sewer main concurrent with roadway construction. (980 x $400 = $392,000) Estimate $100 per foot to install new 8" water main from Hwy. 130 (approx. 5,500' from Pahoa - Kalapana Rd side. = $550,000) Existing DPW commitments provide 14 equivalent units (eu) of water per pre- existing lot of record (PELOR) from existing 8" water main along Pahoa Village Rd. Each eu = 400 gallons per day (gpd) 400 gpd typically available via one 518" meter With any additional commercial upzoning the existing 8" main along Pahoa Village Rd. cannot meet the fire flow requirements of 2,000 gallons per minute (gpm) of fire flow with flow velocity of not more than 10 feet per second. An nd 8" water main loop would have to be run from the 12" main at Pahoa- Kalapana Rd. (Hwy. 130) near the high school to connect with the existing 8" main along Pahoa Village Rd. 3. What minimum right -of -way for a Post Office Rd. extension loop will be required by the County. • The minimum ROW needed will depend on the roadway features to be included. The Department of Public Works is currently considering amendments to require the following feature requirements: ✓ 12' vehicle travel lane ✓ 7 -10' sidewalk (7' allowed if no utility poles in sidewalk) V 2' curb & gutter 10' parking lane 5' bike lane All of the above with 7' sidewalks would require 72' ROW for two lanes. ROW could be reduced to 50' (features totaling 57') with parking and bike lane on one side only. Current standard for business and industrial streets is: ✓ 21' vehicle travel lane (includes parallel parking lane) Mr. Mark Hinshaw, Chair and Members of the Pahoa Regional Town Center Plan Steering Committee May 23, 2013 Page 3 2' curb & gutter 7' sidewalk The current standard requires a 60' ROW, but does not provide for bike lanes. 4. How are real property taxes affected by rezoning to CV? • The real property tax rate for single- family residential, commercial and industrial uses are the same ($9.10 per $ 1,000 net taxable building and $9.10 per $ 1,000 net taxable land) • The rate for apartment buildings is $9.85 per $1,000 each land and building. • The rate for affordable housing and homeowner classes is $5.55 per $1,000 net each land and building. These rates are applicable regardless of how the property is zoned provided the owner applies and qualifies for the class. I hope this has provided a satisfactory response to these initial questions.
