HomeMy WebLinkAbout2013-05-16 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MAY 16, 2013 The Leeward Planning Commission met in regular session at 9:38 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox, Wayne Iokepa and Thomas Whittemore ABSENT AND EXCUSED: Richard Nelson, III ALSO PRESENT: BJ Leithead Todd (Planning Director), Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Planner), Jeff Darrow (Planner), Maija Cottle (Planner), Terry Dunlap (Planner, until 10:10 a.m.) and Noriko Sauer (Commission Secretary) And approximately 13 people from the public in attendance. A quorum was present. Chair Giffin introduced the Commissioners and staff to members of the public. Director Leithead Todd recognized Commissioner Iokepa’s services for the past four years with the Mayor’s Certificate of Appreciation and a lei. She also recognized Ms. Lani Bowman, whose term as a commissioner had ended as of December 31, 2012. The Chair called the meeting to order, and described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANTS: DAVID COX AND MICHAEL CORBITT (SPP 13-148) Application for a Special Permit to allow the establishment of a four (4) unit bed and breakfast operation within an existing 6-bedroom single family residence, situated on approximately 8.49 acres of land within the State Land Use Agricultural District. The property is located along Telephone Exchange Road, approximately 1,200 feet mauka (east) of its intersection with the Hawaii Belt Road in Hōnaunau, South Kona, Tax Map Key: 8-4-005:033. The Commission took up this item at 9:41 a.m. with approximately 14 people from the public in attendance. (SEE EXHIBIT A) INITIATOR: COUNTY COUNCIL Amendment to Chapter 25 (Zoning Code) of the Hawai‘i County Code 1983 (2005 Edition, as amended), relating to Agricultural Tourism. The purpose of the proposed bill is to clarify definitions, procedural guidelines and requirements, and standards related to agricultural tourism operations. The bill specifically amends Chapter 25 (Zoning Code), Article 1, Section 25-1-5 1 relating to Definitions: Amends Article 2, Division 7, Section 25-2-71 relating to Plan Approval applicability. Amends Section 25-2-75 relating to Plan Approval application requirements for agricultural tourism. Amends Section 25-2-76 relating to Action on Plan Approval application. Amends Article 4, Division 1, Section 25-4-15 relating to Use Regulations for agricultural tourism. The Commission took up this item at 10:10 a.m. with approximately ten people from the public in attendance. (SEE EXHIBIT B) Ms. Lani Bowman, the former commissioner whom the Director had mentioned earlier, was in the audience. The Director presented her with the Mayor’s Certificate of Appreciation and a lei. MINUTES – The Commission took up the following minutes at 11:43 a.m.: February 21, 2013 – It was moved by Commissioner Hickcox and seconded by Commissioner Iokepa that the minutes be approved as submitted. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS – The Commission took up the following administrative matters at 11:44 a.m.: 1.Status of applications heard by Leeward Planning Commission that are pending before County Council – Mr. Arai informed the Commission with regard to RS10 Kalaoa LLC (AMEND REZ 854) that the County Council had approved their time extension request. The Director informed the Commission that she had just attended an Ocean Resources Management Plan meeting and a statewide planning directors’ meeting the day before on O‘ahu, where she learned that the state Office of Planning, along with the Land Use Commission, would be considering amending the Land Use Classification boundaries throughout the state, though it was not clear when. She further said that the Planning Department would be advocating at that point that the County General Plan and the Community Development Plans be reviewed to determine whether their boundaries should be adjusted to bring them into conformance with the change. ANNOUNCEMENTS – Mr. Arai announced that the next meeting was scheduled for June 20, 2013, with tentatively two items on the agenda. ADJOURNMENT – There being no further business, at 11:47 a.m., it was moved by Commissioner Whittemore and seconded by Commissioner Hickcox that the meeting be adjourned. The motion was unanimously carried by a voice vote of all Commissioners in attendance.
