Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and must 2. comply with HRS § 92-7(d)) BUSINESS OF COMMITTEE Presentation by Mel Malinowski regarding the request of a letter of support by the 1. Mauna Lani Reef Alliance : A presentation will be made to the Action Committee by the Mauna Lani Reef Alliance and the Action Committee will review and discuss a request for a letter of support from the Mauna Lani Comminity Reef Conservation Committee for the designation of the near shore reef area adjoining Mauna Lani Resort as a marine reserve. SKCDP Implementation. Action Committee will continue ongoing review of SKCDP 2. Goals, Policies and Actions & discuss roles & responsibilities. Update/Discussion of Agenda Items by Planning Director, Duane Kanuha or a. authorized representative. Update/Discussion of Agenda Items by Council Members: District 1 – Valerie b. Response of letter emailed by the previous Action Committee Chair to Corporation Counsel regarding management of the SKCDP and SKCDPAC. ii. Opinion whether the AC should file an amicus brief in the pending appeal with of a court decision regarding a Board of Appeal case with the Kona CDP. Discussion of a request to the Planning Director to attend 2 separate e. meetings: The Action Committee will discuss requesting the New Planning Director to (1) meet with the Action Committee to discuss his vision of the CDP, the AC and how the Cultural Resources Commission will work with the CDPs and (2) meet with the Chairpersons of all the Action Committees to discuss the overall vision for the CDP’s. Discussion of a Proposed Motion Regarding Underground Public Utilities. f. The Action Committee will discuss a proposed motion by John Mueller. Proposed motion: “The South Kohala Community Development Plan Action Committee requests the Planning Director support a rule change to require underground public utilities in the coastal communities of South Kohala. The SKCDP addresses the undergrounding of public utilities a number of times with regard to scenic view planes. The action committee is also concerned about the unsafe presence of above public utilities, especially electrical lines, which pose a danger to residents in the high wind and flood areas of South Kohala, particularly Kawaihae and Hawaiian Homelands.” Discussion of the “Make up” of the Committee: g. The Action Committee will discuss and recommend to the Planning Department that the application process for new committee members a cross section that closely reflects that of the community. Capital Improvement Plan (CIP). h. The Action Committee will review and discuss the South Kohala Community Development Plan CIP project list for submission to the Planning Department for consideration. Current Project List Include: i. Puako Sewer System (Puako Wastewater Treatment Study) ii. New Waimea District Park Master Planning & Design (Waimea Regional Park & Recreation Area Design) iii. Waikoloa Community Center, Evacuation Center, Gym iv. Waimea Transit Hub Discussion of Update Issues/Suggestions for the SKCDP/General Plan i. The Action Committee will begin discussion on potential amendments for the SKCDP and the General Plan to be forwarded to the Planning Department. Discussion of Proposed Action Committee Name Change j. – The Action Committee will discuss proposed name change of the Action Committee by Kit Roehrig to “Olowalu O Kohala Hema” or “Hui O Kohala Hema”. SKCDP AC/PCDP AC – 5/28/13 Joint discussion Group Meeting – STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS  Next Meeting July 22, 2013– Waikoloa Village Association Community Room ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged PLANNING DIRECTOR Duane Kanuha
