Action Committee, I am pleased to present this Third Puna CDP Progress Report for the period
May 2012 to April 2013. Printed copies of the Puna CDP are available at the Hilo, Pahoa,
Kea` au and Mt. View public libraries, and in the Planning Department. Printed copies may also
be purchased from the Planning Department at a cost of $10.00 each. Click Puna CDP to view

This report provides a summary of the progress made by the Puna Community
Development Plan Action Committee (PCDPAC), government agencies, community groups and
associations and individuals in the community towards implementing the Actions called for in
the Puna CDP during this reporting period. Previous progress reports are also available online
at Action Committee Progress Reports.
In order for any community development plan to remain viable and relevant it is
important that it have broad -based public support for the goals and objectives defining the
community vision. To that end, the Action Committee and the Planning Department continue to
encourage ongoing public participation in the CDP process. It is also important to recognize the
efforts and achievements of those engaged in this process, which are hopefully captured in this
report.
Mahalo to all of the community volunteers and organizations, private sector
entrepreneurs, and government agencies that have contributed to the accomplishments to date
and those to come.

Third Annual Progress Report on Implementation Actions
Puna Community Development Plan
May 2012 through April 2013
BACKGROUND
The Puna Community Development Plan (PCDP) was adopted by ordinance on September 10,
2008; amended by Ordinance 10 -104 on November 4, 2010; amended on June 8, 2011, by
Ordinance Nos. 11 -51, 11 -52, and 11 -53; and amended on December 6, 2011, by Ordinance Nos.
11 -117 and 11 -118. The five (5) amendments adopted in November and December 2011 were
those suggested by the PCDP Action Committee and introduced by the Planning Director
following the adoption of Ordinance 10 -104. They include:
1. Ordinance No. 11 -51 relating to Mass Transit Hele -On Service to the Hilo and Keahole
International Airports, calling for regular service from all existing and future routes.
2. Ordinance No. 11 -52 relating to transportation and the development of at least one scenic
turnout near Kehena Beach that includes restroom facilities and an emergency phone.
3. Ordinance No. 11 -53 relating to community park designations in Hawaiian Acres, to be
determined through a community involvement process.
4. Ordinance No. 11- 117 relating to non - substantive formatting and clerical revisions to the
Puna CDP.
5. Ordinance No. 11 -118 relating to reinsertion of the word "Preliminary" in the boundary
title for the Regional Town Centers, Community Village Centers and Neighborhood
Village Centers depicted in figures 5 -1 to 5 -11.
The PCDP is intended to serve as an extension of the County of Hawai `i General Plan by
articulating district - sensitive specific growth management strategies and the delivery of
governmental services through a broad -based community input process. According to Chapter
16 -4 of the Hawaii County Code (HCC), each community development plan shall have an
Action Committee (AC), which is advisory to the Planning Director, to serve as a proactive,
community -based steward of the plan's implementation and update.
The First Annual Progress Report on Implementation of Actions was approved by the AC at its
May 10, 2011 meeting.
The Second Annual Progress Report on Implementation of Actions was approved by the AC at
its June 12, 2013 meeting.

During their December 11, 2012 meeting the AC members elected Patti Pinto to serve as Chair
and Dan Taylor to serve as Vice -Chair of the PCDP AC for the next 12 months.
The continued economic slump has limited the availability of government resources available to
support the ongoing efforts of the AC to expand the level of community participation in
implementing specific Actions in the PCDP. Nevertheless, grass roots efforts in several
communities have emerged or continue to flourish in the development of village center plans.
Re- energized interest on mass transit issues, the enhancement of some of the district's existing
parks, collaborative planning to broaden local access to medical services, and open space
preservation are notable among the other activities of AC members and other community
volunteers during this reporting period.
Meetings:
Regular monthly meetings of the AC continued to be held at the Kea` au Community Center from
3:00 p.m. to 6:00 p.m. on the second Tuesday of each month during the period of May 2012 to
April 2013.
Subcommittees:
The AC formed several subcommittees focused on projects initiated by AC members and /or
community groups seeking to implement specific Action items in the PCDP. Subcommittees
consist of 1 -4 AC members and other community volunteers interested in the subject matter of
the subcommittee. The table below identifies those subcommittees formed prior to and during

Action Priority List:
The AC list of priority Actions as amended on February 14, 2012 was subsequently reviewed
and updated again on November 13, 2012. The priority list was also restructured into two
categories. The first category is Actions Underway, which includes projects being actively
pursued and therefore automatically considered as high priority projects. The other category
consists of Proposed Actions that the AC has identified from the PCDP as either ripe for
implementation or of urgent need in the community and are listed in their priority order.
Actions Underway — Automatic Top Priority
1. Support preparation of Draft Community Long Range Plans for Pahoa, Kapono
(Kalapana- Kapoho), Mountain View and Volcano. (PCDP 3.1.3).
• Support the development of a Pahoa Regional Town Center Plan
• Revise and re- format the Volcano Long Range Plan
• Encourage community participation in start-up plans for Mtn. View, Kapono
(Kalapana — Kapoho)
• Include architectural and historical review
• Facilitate community planning teams by providing planning expertise from County
Planning Dept.
2. Support Puna Community Medical Center Expansion (PCDP 3.3.1, 3.3.3.a & 3.4.2.a).

• Develop the established route that connects Kahakai Blvd to Maku'u Dr, as a paved
bicycle path and 25mph roadway
• Establish a pedestrian /bicycle corridor that connects HPP to Hilo, using old
Government Beach Road, Railroad ROW, or alternative route
• Improve segments of Red Road (County Hwy 137) and Kapoho -Pahoa Road (County
Hwy 132)
• Construct a road shoulder or separate path along Hwy 137 to render it safe for
bicycles and pedestrians

Include a community meeting room, a certified kitchen, covered assembly area,
handicapped access entries, restrooms, public parking, picnic area, and all other
features normally included in community center developments
14. Propose National Scenic Byway designation for Highway #11 corridor between
Mountain View Village and the eastern boundary of the Volcanoes National Park (PCDP
4.4 and 4.5; 3.1.3 c. 2)
15. Support and promote development of long range community plans for Kurtistown,
Orchidland, Hawaiian Paradise Park, Leilani Estates (PCDP 3.1.3 a -f; 3.2.3 i,; 3.4.3 h)
• Assist County Planning Department with development of guidelines to assist
communities who intend to develop long range plans
• Identify individuals and groups in communities who might organize long range plan
efforts
Action Committee:
Grass roots interest and active participation in the implementation specific PCDP Actions or
projects that promote the goals and objectives of the PCDP continues to expand. Undoubtedly,
the leadership demonstrated by the Action Committee as a whole and by individual AC members
accepting the responsibility of championing specific projects and participating in multiple
subcommittees has contributed to a growing sense of civic responsibility in Puna. Despite the
economic recession of the past 4 years, the impacts from continued population growth in Puna,
coupled with a number of significant commercial development projects and proposals, have
likely served to elevate the level of awareness and concern in the community.

1. Budgets
In response to the Planning Director's call for CDP Action Committee recommendations
for the fiscal year 2013 -14 General Operating (GO) and Capital Improvement Projects
(CIP) budgets, the PCDP AC submitted the following:
Total CIP funds requested: $3,951,000.00
1. Ahalanui Beach Park - $202,000 for new restrooms and fencing upgrades.
2. Isaac Hale Beach Park - $40,000 for a feasibility study and initial planning to
develop a safe swimming area at Pohoiki.
3. Mountain View Gym & Adjoining Buildings - $200,000 for new roofing and
gutters
4. Pahoa Town Center Land - $3,259,000 for the acquisition of approximately 3.75
acres in central Pahoa Town and the design and construction of public roadway,
parking and other facilities.
5. Pahoa Regional Town Center Master Plan - $150,000 to contract with consultants
as necessary to prepare a strategic plan for Pahoa to fulfill its designated roll as a
regional town center.
6. Volcano Village Center Master Plan - $100,000 to contract with consultants as
necessary to prepare a master plan to guide development of Volcano as a
designated village center.
In addition to the above, the following items are included in the FY 2013-14 CIP Budget:
1. Department of Environmental Management, at the request of the Pahoa Regional
Town Center Plan Steering Committee (PRTCP SC):
• $300,000 for a Pahoa Sewer Feasibility Study.
2. Department of Parks & Recreation:
• $20,000,000 for expansion of Pahoa Park.
• $12,000,000 for expansion of Isaac Hale Beach Park
• $1,250,000 for new comfort station at Ahalanui Beach Park
• $1,500,000 for new park development at Kikala -Kokea
3. Mass Transit Agency:
• $75,000 for transit arrival information system implementation and planning
for transit route and transit hub /transfer point locations (island -wide)
Total GO Budget funds requested: $47,714.00
1. Community Planning Assistant - $18,000 for the Planning Department to contract
with a person qualified to assist the PCDP Project Manager and the PCDP AC in
the ongoing efforts to implement the PCDP.

2. Village Center Planning Materials and Supplies - $12,000 for meeting materials
and supplies needed to facilitate community -based efforts to move forward
implementation activities.
3. Mountain View Gym - $5,714 for a durable and portable volleyball system for
indoor use.
4. PCDP AC Community Event - $5,000 to fund one or more community events
hosted by the AC to further promote community awareness and participation in
the PCDP process.
Although none of the GO Budget requests from the AC were included, all of the CIP
Budget items listed above were included in the Mayor's FY 2013-14 budget proposal
which was approved by the County Council on May 30.
2. Guidance and Advocacy
During the course of this reporting period the AC reviewed a variety of land use permit
applications, environmental studies and agency project proposals within the PCDP
planning area and provided comments to the Planning Director and /or appropriate agency
on the consistency of the project being proposed with the goals and objectives of the
PCDP. Written comments were submitted by the AC on the following:

The PCDP AC, State of Hawaii. County of Hawaii and other private or community groups
have engaged in a variety of projects either consistent with the goals and objectives of the PCDP
or specific Actions called for in the plan. The attached table is a listing of PCDP Action items
with the identified activity during the past year and an update on their status or progress.
