Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on May 14, 2013 NEW BUSINESS: (5 min) Communication No. 2013 -30 and Communication No. 2013 -32: Connectivity and Emergency Response Subcommittee ( CERSC) Reports. Marlene Hapai will report on the activity and progress of the CERSC since the May 14 PCDP AC meeting. (10 min) 2. Mass Transit Subcommittee (MTSC) Report. Marty Mimmack will report on the activity and progress of the MTSC since the May 14 PCDP AC meeting. (5 min) 3. Mountain View Village Center Plan Update: Frank Commendador will report on the progress towards creating a Mountain View Village Center Plan. (5 min) 4. Communication No. 2013 -35: Hawaiian Paradise Park Pathways Master Plan. A representative of the Hawaiian Paradise Park Association Paradise Paths Committee will present their recently drafted Pathways Master Plan. (15 min) Hapai `i County is an Equal Opportunity Provider and Employer 5. Communication No. 2012 -31: Acceptance of Nomination of the Red Road as a Scenic Byway. Farris will report on the acceptance of the KAPONO /Kalani Honua application for nomination of the Red Road as a Hawaii Scenic Byway. (10 min) 6. Volcano Village Center Plan Update. Dan will report on the progress of the Volcano Village Center planning effort. (10 min) 7. Communication No. 2013 -34: Request from the Pahoa Regional Town Center Steering Committee for review, comments and approval of the draft ordinance to amend Chapters 3 and 25 of the Hawaii County Code in order to create a Pahoa Village District and a draft resolution to adopt the Pahoa Town Center Design Guidelines. (30 min) 8. Communication No. 2013 -33: Third Progress Report for the Implementation of the Puna Community Development Plan. Larry will introduce this third progress report for the consideration and approval of the AC. (15 min) 9. Action Committee Meeting Dates: The Action Committee will consider changing their regular monthly meetings to a day of the month that will not coincide with the regularly scheduled meetings of the County Council. (15 min) UNFINISHED BUSINESS: 1. AC Comments on Amendments to SPP 1122: Draft letter providing comments from the AC to the Planning Director regarding the application by Hawaii's Volcano Circus, Ltd. to amend Special Permit No. 1122. (30 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the August 13, 2013 meeting. ADJOURNMENT NOTE: Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961 -8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2- 91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
