Report to t-he-PDCP Action
Committee - 719/13
Speaker: Marty Mimmack, Co -Chair of the Mass Transit Subcommittee of the
PCDP Action Committee.
Madam chair, Mr. Brown and members of the action committee, on behalf of the
MT subcommittee of the PCDP, it is an honor to transmit the meeting minutes for
last two meetings dated June 4 and June 25 respectively. Both of our meetings
took place since the last meeting of this body_
Regarding transmittal of the minutes, the minutes were recorded and written my
subcommittee member Hannah Hedrick. Hannah then submitted them to me for
edits and corrections_ They are attached for your reference.
There were a few highlights that are relevant.
1. The subcommittee has sent letters to Greggor Ilagan and Zendo Kern
inviting them to attend one of our upcoming meetings. The letter is
attached.
2. We requested and were granted a meeting with Tiffany Kai. I was not able
to attend due to being off - island. Patti Pinto attended for me along with
June Conant. The meeting took place July 2, 2013 at the MTA office. The
report is included with this summary.
3. Rusty Jones submitted an internet link regarding the Federal
Transportation Administration's funding for Mass Transit in the coming
years, titled MAP — 21. A page is attached for your convenience.
4. As part of my own education about Mass Transit in Hawaii County and for
the benefit of future stakeholders of this important county service, Hannah
Hedrick and I have bee compiling what we call the HI County
Compendium of Resources and History. A draft copy is available but not
ready for official release at this time.
Other points of lesser relevance are detailed in the copies of the minutes that are
attached hereto.

Dear Zendo:
On behalf of the Mass Transit Subcommittee of the Puna Community
Development Plan (PCDP), I would like to invite you to one of our upcoming
meetings.
The subcommittee is very interested in your ideas related to improving bus
service in your district. We would like to discuss ways we can work together to
help the Mass Transit Administration implement the Hub and Spoke System as
proposed in the 2008 PCDP as amended.
Our next two upcoming meetings are on:
July 23`d at 8:30 p.m. Kea'au Com. cent.
August 27th at 8:30 p.m. Kea' au com. cent.

Summary of June 4 2013 PCDP mass transit subcommittee meetin
Meeting called to order 7:15 p.m. at Kea'au community center by Chair Marty Mimmack.
Present: Jerry Reiss, Marty Mimmack, Stephanie Bath, Daniel Taylor, "Rusty" Jones,
June Conant, Hannah Hedrick, Jon Olsen
Absent: Terry and Sharon Daun
Announcements:
- County Council is discussing fare increases.
-Dan Taylor and Patti Pinto met with Bill Walters (Shipman), Rudderman, Onishi and
others. The topic of Hub and spoke in Kea'au was discussed.
Marty reported that our committee has been authorized by the AC to move forward
relating to Mass transit matters, specifically meeting with Tiffany Kai of MTA.
Last meeting summary was approved.
New business
Marty presented a planning document for the meeting with Tiffany Kai as well email
comments made by members. It was noted that Rusty submitted comments and they
were inadvertently left out. The document proved very useful in arriving at the specific
topics and objectives of the meeting.
Hannah drew attention to promises made and not kept by MTA (Tom Brown). The
committee is aware that Hub and Spoke implementation for Puna was scheduled to
move forward in 2008. What is the status of this?
Federal funds used by Mass transit and criteria for eligibility to receive these funds was
discussed_ What is the compliance criterion the County is mandated to follow?
Unfinished business
Talking points for the meeting with Tiffany Kai of MTA will focus on:
- Expression of gratitude to MTA
-Hub and spoke implementation (what are MTA thoughts). how can we help in implementation?
- Criteria for determining future routes /stops (public input ?)
Other future items for discussion discussed are Bus driver contracts and training.

Marty will invite Zendo Kern and Gregor Iligan to one of our upcoming MT subcommittee
meetings.
Marty will request one paper copy of PCDP resource documents relating to
transportation (mass transit) from Larry Brown planner.
Marty will schedule a meeting ASAP with Tiffany Kai of MTA. He will also request Bill
Brillhante, Corp Counsel attend. It was determined that Marty will select a couple
subcommittee members to attend the Kai meeting.

June 4 meeting notes: The summary of the June 4, 2013 Mass Transit Subcommittee meeting
were discussed and corrections were made to the members present Rusty Jones, June Conant)
and absent lists (Mark Hinshaw added).
Chairperson update: Marty reported that he sent a letter to Larry Brown, dated June 17, and
that Larry forwarded the letter, with a few information items, to Tiffany Kai the same day. Both
communications are attached to these notes and will be submitted to the AC as part of the MTS
report.
Subcommittee Actions
Letters to Kern and Iligan: The Subcommittee reviewed and approved the letters Marty drafted
to Zendo Kern and Gregor Iligan, inviting each of them to attend an upcoming MTS meeting to
"discuss ways we can work together to help the MTS implement the Hub and Spoke System as
proposed in the 2008 PCDP, as amended." Larry Brown was added to the copy list, which was
originally only the other Councilperson. Marty will send the letters, as edited.
Federal Reauthorization of Surface travel program: In response to an email from Hannah
announcing that funds would not be available for the "massive infusion" called for in the Puna
CDP Transportation Mass Transit report, Rusty Jones sent an attachment on "Moving Ahead for
Progress in the 21st Century (MAP21, reauthorizing surface transportation programs through
fiscal year 2014." Marty will include information about this program in the Mass Transit
Subcommittee report.
Mass Transit Subcommittee Compendium of Resources and History: Marty circulated the
Table of Contents to the compendium he compiled, based primarily on the Mass Transit fact
sheet and Hannah's four -page "Mass Transit History in the Context of the PCDP." Marty
incorporated the most salient recommendations from the "Mass Transit Task Partnership"
(February 8, 2007) and from "Working Paper No. 3 Mobility and Energy Conservation." He also
added a list of folders in "Puna CDP Appendix Community Documents" to assist MTS members
in placing their efforts in the proper contexts. The Compendium includes a list of the "Community
Development Meetings in Puna" to increase participation. Marty will email this document, which
he completed right before coming to the meeting, to all MTS members for review and comment

1. Report on and discussion of the content and outcomes of the meeting with Tiffany Kai
2. Discussion of the MTS Compendium of Resources and History and consideration of next
steps.
3. Reports from Zendo Kern and Gregor Iligan on their plans related to mass transit.
