Meeting —July 23, 2013 Keaau Community Center
Minutes
Call to Order: 5:35 p.m.
In attendance: Dan Taylor, Jerry Reiss, Marty Mimmack, Stephanie Bath, Sharon Daun,
Terry Daun, Russell Jones, Jon Olson, Kristin Hashimoto (Greggor Ilagan representative,
District 4), June Conant, Marlene Hapai, Chair
Approval of Minutes as Circulated: Unanimously approved
Old Business:
Update on Emergency Response Mapping Workshops
• Emergency Evacuation Mapping Training Workshops: Report on
Saturday, July 13, 2013, 10:00 a.m. -Noon, Keaau Community Center:
20 people attended. Subdivisions /Areas Represented: Hawaiian
Beaches, Hawaiian Shores, Kaohe Farm Lots, Ainaloa, Volcano
Village, Hawaiian Paradise Park, Peck Road, Seaview Estates, Kapoho
Beach Lots, Orchidland, Hawaiian Acres.
Content: Overview of PREP Fair, potential Big Island hazards, and
maps to be used in Emergency Evacuation Mapping activity.
Workshop used to train Emergency Mapping Facilitators for fair to
help others with mapping. Marlene Hapai, Stephanie Bath
• Saturday, August 3, 2013, 10:00 a.m. — Noon, KCC — all CER
Subcommittee members and others recommended to attend. Sign up
sheet circulated.
2. Update on Puna Regional Emergency Preparedness (PREP) Fair
1. Facilities and Planning — Map of Keaau HS area to be used
including Gym, Cafetorium, Covered Playcourt, Covered
Walkways, Classrooms, Grassy Area and Parking Lots shown
and explained to subcommittee. Marlene Hapai, Bill Hanson
2. Communications — Invitations to Presenters, track responses
including needs for the day (Patti Pinto, Hannah Hedrick,
Marlene Hapai, Bill Hanson) — Presenter Requirement forms
due July 31, 2013
Fundraising /Sponsors — Marlene Hapai, Patti Pinto, Jerry
Reiss, Bill Hanson, Stephanie Bath — requests out to local
businesses and Puna Councilmen. Approximately 40
businesses contacted with 10 responding thus far. Hilo and
Pahoa areas still needing contact. June Conant took forms for

distribution in Pahoa and to share with Farris Etterlee. Jerry
Reiss commended for his 30+ solicitations thus far. Both
Gregor Ilagan and Zendo Kern helping with getting funding.
4. Program — schedule for the day, written program with map of
campus (building/keys), participating sponsors, information
cards on major sponsors: Presently collecting information.
Programs will be ready to hand out on day of event by ushers,
along with bag donated by KTA — Marlene Hapai, Marty
Mimmack, Bill Hanson
5. Publicity — Marlene Hapai, Jerry Reiss, Marty Mimmack, Bill
Hanson
Articles to Leigh Critchlow: General (already published
7/4/13, second article submitted regarding 7/13 workshop.
Need someone for Marlene to send articles to that has
connections with all media to get broader coverage
Will need to apply a 3:2:1 strategy as we draw closer, ie., 3
weeks before, 2 weeks before, 1 week before: especially HI.
Tribune Herald Calendar and other articles focusing on
featured presenters, radio interviews and public service
announcements. — All free
6. Data Collection — Toni Robert, Bill Hanson, Patti Pinto,
Marlene Hapai (Survey development, data collecting, survey
conducting, analysis) — original surveys produced by Bill
Hanson re- distributed for further input. Will continue to seek
input to make sure all pertinent information is collected
through survey.
7. Food — Keaau High School, QLCC — QLCC unable to help
fund food this year. Keaau High School Athletic Dept. being
asked to do food and is still considering.
8. Entertainment — Puna Hongwanji Taiko Drummers, Keaau
High School Band, KWXX On -site all day with Doug Carlson
as disk jockey, Prize Give -aways on the half hour beginning at
10:00 a.m. and ending at 2:30 p.m.
3. Further Input to Surveys for PREP Fair to Bill Hanson — still accepting
New Business:
1. Inquiry from Ben Ishii, DPW. "Could you provide me with a list of locations
of the various "Street Connectors" proposed for the PCDP ?"

2. Which connectors would have the greatest impact on traffic circulation?
3. Looking to do project in Puna
4. No specific timeframe
5. Left over bond funds
What do we have in place?
Connectivity Location Criteria approved February, 2013 PCDP AC Meeting.
PREP Fair mapping and survey activities should provide more information.
Need to take County criteria and PCDP Subcommittee on CER Connectivity
Location Criteria, rank and prioritize proposed connections and submit to
County DPW for consideration and implementation.
After much discussion a motion was made by Stephanie Bath and seconded by
Sharon Daun as follows: Moved to share the PCDP Subcommittee on
Connectivity and Emergency Response's Connectivity Location Criteria with
the County of Hawaii Department of Public Works, through Ben Ishii, and
request that DPW share its criteria on Roadways and Connectivity with the
PCDP Subcommittee on Connectivity and Emergency Response. The motion
was unanimously approved.
