Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on July 9, 2013
NEW BUSINESS:
(5 min)
Communication No. 2013 -45 and Communication No. 2013 -46: Connectivity and
Emergency Response Subcommittee ( CERSC). Marlene Hapai will report on the activity
and progress of the CERSC since the July 91h PCDP AC meeting and a request from the
Department of Public Works for a list of PCDP priority roadway connections. (5 min)
2. Mass Transit Subcommittee (MTSC). June will report on the activity and progress of the
MTSC since the July 9th PCDP AC meeting. (5 min)
3. Mountain View Village Center Plan. Frank Commendador will report on the progress
towards creating a Mountain View Village Center Plan.

4. Volcano Village Center Plan. Dan will report on progress of the community in preparing a
Volcano Village Center Plan. (5 min)

5. PCDP Action Priority List. The AC will discuss suggestions for revisions to the Priority List
as amended in May 2013. (5 min)
6. Budget Subcommittee. The AC will discuss process for preparing CIP and General Operating
Budget requests to the Director for the 2014 -15 FY and assign members to the subcommittee
for this budget cycle. (5 min)
7. Geothermal Operations in Puna. The AC will discuss the potential for expanded geothermal
power operations in Puna, how it relates to the Puna CDP, and whether proposing interim
amendments to the Puna CDP to address community concerns are appropriate. (5 min)
8. Forum to Address Infrastructure Deficiencies in Puna. Dan will introduce a suggestion for
creating a forum that includes community, business and government officials to identify and
formally list the several most important infrastructure needs in Puna, and to highlight the two or
three most urgent projects that need to be implemented. (10 min)
9. Council Member Zendo Kern. Talk story session with the AC to discuss projects relevant to
the PCDP that the Council Member is working on and to explore opportunities for
collaboration. (10 min)
UNFINISHED BUSINESS:
1. Communication No. 2013 -47: Draft letter providing comments from the AC to the Planning
Director regarding the application by Hawaii's Volcano Circus, Ltd. to amend Special Permit
No. 1122. (15 min)
2. Communication No. 2013 -34: Request from the Pahoa Regional Town Center Steering
Committee for review, comments and approval of the draft ordinance to amend Chapters 3 and
25 of the Hawaii County Code in order to create a Pahoa Village District and a draft resolution
to adopt the Pahoa Town Center Design Guidelines. (15 min)
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the September 10,
2013 meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-
91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
