HomeMy WebLinkAbout2013-06-12 Fire Commission Regular Minutes HAWAI‘I COUNTY FIRE COMMISSION REGULAR SESSION MINUTES JUNE 12, 2013 BUILDING G CONFERENCE ROOM WEST HAWAI‘I CIVIC CENTER, KAILUA-KONA, HAWAI‘I CALL TO ORDER Chair Toby Taniguchi called the meeting to order at 10:07 a.m. ROLL CALL Present: Toby Taniguchi, Chair Byron Moku, Vice Chair Carol Kitaoka, Commissioner Luahiwa Namahoe, Commissioner Mapuana Waipa, Commissioner Excused: Laurie Bass, Commissioner David De Luz, Jr., Commissioner Kimo Lee, Commissioner Also Present: Darren Rosario, Fire Chief Wayne Krug, Volunteer Fire Chief Lincoln S. T. Ashida, Corporation Counsel Josie Pelayo, Secretary APPROVAL OF AGENDA Commissioner Namahoe moved to approve the agenda. Vice Chair Moku Seconded the motion, and it carried unanimously. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS None. APPROVAL OF MINUTES OF MAY 8, 2013 Vice Chair Moku moved to approve the regular session minutes. Commissioner Kitaoka seconded the motion, and it carried unanimously. Vice Chair Moku moved to approve the executive session minutes. Commissioner Waipa seconded the motion, and it carried unanimously. FIRE CHIEF’S REPORT Chief Rosario highlighted items on his written report. BUDGET Fiscal Year 2012-13:Chief Rosario reported that they are at 87.37% of the budget which is at 97%. They are under budget due to the MICT students returning to work. They will end the year with a positive figur amount is still unknown. They will have to transfer some funds budgeted) expenditures items to over budget (under budgeted) items. Fiscal Year 2013-14: Chief Rosario reported that the Mayor granted their supplemental budget request. They got two class A pumpers, standard fire trucks, to replace those in Keaau and Honoka'a. The fire truck in Honoka'a is 20 years old and the one in Keaau is 19 years old. They will be ge tanker. Their goal is to have a tanker in all fire districts. This will help homeowners meet the water supply code. The 12 firefighter positions were refunded, and they are targeting a recruit class in April. They received two full- time Water Safety Officers for Punalu'u. They received funds for six water safety towers to replace the old wooded towers. They received an additional mechanic for the maintenance shop. This person will be out on the road to do maintenance and preventative maintenance rather than having the equipment come into Hilo. Their bigger goal is to have a West Hawai'i maintenance shop. They received an additional $300,000 in their overtime budget. ALTERNATIVE FUNDING AND GRANTS FY 2012 CDBG Grant for Pahoa Tanker: There was a delay due to the pump housing not being delivered on time. FY 2012 Assistance to Fire Firefighters Grant Application: This is for a safety course for building entrapment. The vendor is working on meeting the requirements to do business in Hawai'i FY 2013 CDBG Grant for Waiakea Quint: They are working on the bid specifications. Capital Improvement Projects Kawailani Fire Station Replacement: They continue to move forward. Chief Honda is working with DLNR to transfer title of the property. Hapuna Water Safety Tower: The tower was placed on site. GOALS AND OBJECTIVES UPDATE: Chief Rosario reported visiting the Captain Cook station last month. He tries to be out in the west side every week. Due to the budget hearing, he was not able to have a face-to-face meeting with Council Members. HUMAN RESOURCES DIVISION Recruitments Internal recruitments: The Fire Prevention Inspector I exam was held; two passed. The Assessment Center will be scheduled. The Assessment Center for Battalion Chief of Auxiliary Services was held, and selection will be made by July 1. Open-competitive recruitments: The Accountant IV is pending interview and selection. Labor Relations: A WSO arbitration hearing for termination has been scheduled. EMERGENCY OPERATIONS DIVISION Operations: Off-duty training was suspended for non-mandatory training due to budget constraints. They are working collaboratively with HCDA in the Makani Pahili Drill regarding hurricane events. Special Operations Ocean Safety: Only three passed the performance assessment and interview for the seven temporary WSO positions. They started their Jr. Lifeguard sessions for Ka'u, Hilo, Puna, Hapuna, and Kona. The Big Island Championships will be held at Hapuna on July 20 and the State Championships will be held on Maui on July 27. The Hapuna tower was installed fronting the Hapuna Beach Prince Hotel on May 8. Training: Fifteen recruits graduated from the 41st Fire Fighter Recruit class graduated on May 8. The 42nd recruit class started on May 1 with thirteen personnel. Captain Okinaka attended a Blue Card Command Inciden Management class on Maui. The course is designed to better manage Type 4 and 5 incidents. Volunteer: Volunteer Fire Chief Krug reported that the Captains' Association Meeting will be this Saturday at 10:00 at the Central Station. Topics for discussion will be problems with pagers, mass incident procedure, traffic control training, and fundraising. They are getting busier with months. Chief Rosario reported that three of the five trucks from the California Forestry Division had to be taken out of service due to some minor repairs. Captain DeSa returned to work, and will resume working on issues at the Four Seasons station. If they do not allow their employees to leave the premises, he would have no problem shutting down that volunteer station. The employees who staff the station are very good workers, but they are not been allowed to leave the premises. Chief Rosario further reported that sometimes they get no response from some volunteer stations and also no representation at the Captains' meetings. Captain DeSa will work on this matter. SUPPORT SERVICES DIVISION EMS Bureau: They continue to work with KCC for their EMS training. Hilo staffing has been reduced, but they are hoping that KCC gets the funds to continue the program. They met with PTA Fire Administration regarding EMS interoperability and improvement of service delivery. They received equipment for the Hands only CPR training for schools through the Shipper's Warf Grant. Prevention Bureau: They had their first island-wide drop off and pick up campaign for unused fireworks. They destroyed 8,668 pieces of fireworks at a controlled site and the landfill. They will continue with this program every year at designated times. They continue to work with the Naniloa Hotel to bring the hotel into code compliance. Dispatch: They continue to do well with the three new dispatchers. They continue to work with Intrado on their new system. Auxiliary Services/Warehouse: They received eight corded Sawzalls (Trademarked) (reciprocating saws) to replace the remaining battery operated ones. Bids are being sought to remove albezia trees at Station 18 in Hawaiian Paradise Park. One tree fell, slightly damaging the station. A neighbor expressed concern about other trees in the area. Maintenance Shop: A dedicated high speed internet connection was made directly into the maintenance shop. They are working on getting two PCs with the primary function addressing the Vehicle Maintenance Software and Fleet Maintenance Program. NEW PROJECTS/BUSINESS: The EMSFun Run will be at Liliuokalani Park on August 3. The Hawai'i Fire Chief's Association Conference will be held on November 7-9, 2013, at the Fairmont Orchid at Mauna Lani Hotel. EMPLOYEE/PUBLIC RELATIONS: The EMS Bureau conducted a Hands Only CPR training for the senior class at Kealakehe High School on May 9. Over 140 students were trained, and over 400 people have been trained since the program started. The Fire Prevention Bureau conducted fire extinguisher training for 150 employees of the Fairmont Orchid. COMMITTEES – REPORTS/UPDATES Budget and Finance (Committee Chair Taniguchi): No report. Office Management and Staffing (Committee Chair Taniguchi): No report. Rules and Policies (Committee Chair Lee): No report. Public Relations (Committee Chair Moku): No report. Training and Education (Committee Chair Namahoe): No report. EXECUTIVE SESSION Commissioner Namahoe moved to meet in executive session to consider discipline and charges of employees where consideration of matters affecting privacy will be involved and a closed session is requested, and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and Hawai'i County Charter Section 13-20(b). Commissioner Kitaoka seconded the motion, and it carried unanimously. Executive session convened at 11:40 a.m. Regular session reconvened at 12:28 p.m. Findings on Executive Session Item - Complaint No. HCFC 13-01: Complainant alleged that an off-duty lifeguard drove recklessly by him and then yelled at him in trying to provoke a fight, harassed, slandered, and threatened him. Commissioner Kitaoka moved to not sustain the complaint. Commissioner Moku seconded the motion, and it carried unanimously. ANNOUNCEMENTS Chair Taniguchi announced that the next meeting is scheduled fo 2013, 10:00 a.m., North Hawai'i Community Hospital, 67-1125 Mamalahoa Highway, Kamuela, Hawai'i.
