POLICE CHIEF’S REPORT ON DEPARTMENTAL ACTIVITIES Including, but not limited to: Crime report by area, category, and trends. Traffic report by area, category, and trends. Personnel report on vacancies, recruitment, training, promotions, reallocations, severance from service, and work assignments. Finance report of budget and expenditures. EXECUTIVE SESSION To consider discipline and charges against officers or employees of the Hawai‘i Police Department, to consider sensitive matters relating to public safety, and to consult with Corporation Counsel on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawai‘i County Charter Section 13-20 (b). REQUEST FOR LEGAL COUNSEL Correspondence No. 2013-08: Request for representation by Corporation Counsel for Lieutenant Melvin Yamamoto in CV No. 13-1-0314, Malia Bohol vs. Melvin Yamamoto, County of Hawai‘i, County of Hawai‘i Police Department, et al. Correspondence No. 2013-10: Request for representation by Corporation Counsel for Sergeant Darryel Tolentino and Officers Keith Nacis and Crystal Kekela in CV No. 13-1-0472, John Tredre vs. County of Hawai‘i, et al. INVESTIGATION AND DELIBERATION OF COMPLAINTS (briefly summarized) HPC 13-16: Complainant alleged that officers released her name to the person who was being investigated by CPS. HPC 13-19: Complainant alleged that an officer’s report was inaccurate. HPC 13-21: Complainant alleged that he was not given $100 for not pressing charges against a local person. HPC 13-22: Complainant alleged racism. HPC 13-23: Complainant alleged racism. HPC 13-24: Complainant alleged racism. HPC 13-25: Complainant alleged racism. HPC 13-27: Complainant alleged that he was abused during his arrest. HPC 13-28: Complainant alleged that an officer initiated a traffic stop without probable cause, and the report had lies. Page 3 HPC 13-29: Complainant was arrested for DUI. He alleged that he was not guilty and was not released until the next morning. HPC 13-38: Complainant complained about what an officer said. HPC 13-39: Complainant alleged racism.
