Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on August , 2013 NEW BUSINESS: (5 min) 1. Communication No. 2013 -55: Connectivity and Emergency Response Subcommittee ( CERSC): Marlene Hapai will report on activities of the CERSC since their last meeting. (5 min) 2. District 5 Council Member Zendo Kern. Talk story session with the AC to discuss projects relevant to the PCDP that Council Member Kern is working on and to explore opportunities for collaboration. (30 min) 3. Communication No. 2013 -54: Geothermal Power Generation Amendment to the PCDP. A draft amendment to the Puna CDP relating to the geothermal power generation in Puna will be discussed by the AC. UNFINISHED BUSINESS: (30 min) 1. Communication No. 2013 -47: AC Comments to Planning Director Regarding Proposed Amendments to Hawaii's Volcano Circus (HVC) Special Permit (SPP 1122). The AC will consider and act on the draft letter. (20 min) Hawai `i County is an Equal Opportunity Provider and Employer 2. FY 2014 -15 CIP and General Operating Budgets. AC members will recommend budget items for the Budget Subcommittee to include in their preparation of the PCDP AC CIP and General Operating Budget requests to the Director for the 2014 -15 FY. (30 min) 3. PCDP Action Priority List. The AC will provide Farris with project information to update the Priority List. (10 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the October 8, 2013 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2- 91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
