HomeMy WebLinkAbout2013-09-04 NK Community Access Group Meeting Notes North Kohala Community Access Group Meeting Notes September 4, 2013 (Old Courthouse 4:30pm) : Keith Wallis, Alan Haun, Beth Robinson, Carol Fuertes, Aric Arakaki, Margot Participants McFedries, Ralph Galan, Charlie Anderson, Keone MacKillop, Joe Carvalho, Ted Matsuda. Akoakoa Point (Bird Cave) Eldridge Naboa, coordinator for Pono Pacific contracting for Kamehameha schools reported they are cleaning up the area and have started on planting native plants. More updates coming at a later date. Hapu'u – Kapanaia Pacific Plains, LLC has hired Alan Haun to do a preservation plan for Kapalama Heiau. Alan has already made a draft of the preservation plan. Carol Fuertes of Kahua Pa'a Mua, Inc. a 501(c)(3) non-profit formed with the purpose "To enhance communities through economic, conservation/preservation, social and educational programs for youth and adults", presented our group with the idea of them applying for a grant to help execute the preservation plan. Kapalama Heiau is located on 2 different properties. · Carol has already got the okay from landowner Pacific Plains, LLC and will approach the other · landowner, Misty Kai, LLC if they would be interested in participating in this grant. It seems that the Preservation Plan should be done before any work can be done on Kapalama · Heiau. There may be a need to obtain the necessary permits from the State Historical Preservation and · the county. Our group may want to write a letter of Misty Kai, LLC supporting the idea of a grant to · preserve Kapalama Heiau and ask their participation. Halelua NSTR (Nothing Significant to Report) Kauhola Lighthouse NSTR Pahoa Beach The 2 landowners have a pending parcel consolidation and re-subdivision with the county to move the property lines. The process has been delayed for about 60 days. Upolu Airport - East end of the runway Surety Kohala Corporation has an easement thru this property. Charlie will set up a meeting with Surety and other community members to discuss this situation. Upolu Airport Area Restoration NSTR Coast Guard Road NSTR Puakea Bay Ranch NSTR Ranch at Puakea NSTR Latitude 20 (Land south of Pao'o) NSTR Kaiholena The county has funding thru the Finance Department to work on a plan for this area. Ala Kaha Kai also has a ROE (right of entry) on this property. Lot F - Ala Kaha Kai Trail Association is applying for a $100,000 grant to obtain the remaining monies to purchase this lot for public use. . Kohala Kai We will draft a letter of recommendation on the public access plan to be presented to the Action committee at their next meeting on Monday, September 9th. We will recommend that we continue to work with the landowners on the option of keeping the Ala Loa open. Charlie will approach the landowner and his legal team on options of keeping the Ala Loa open. · Discussion on other issues that may not be of critical concern. Mauka-makai pedestrian trail could be improved for walking. · Parking lot for 3 vehicles may not be enough stalls. · Safety of walking on the highway from the parking lot to the mauka-makai trail. · Grant of easement documents NSTR Old government roads and rail roads NSTR New Items NSTR Next Meeting Wednesday October 2, 2013, 4:30pm in the Old courthouse.
