HomeMy WebLinkAbout2013-07-18 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JULY 18, 2013 The Leeward Planning Commission met in regular session at 9:42 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Vice Chair Brandi Beaudet presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Richard Nelson, III and Thomas Whittemore ABSENT AND EXCUSED: Geraldine Giffin ALSO PRESENT: Bobby Command (Deputy Planning Director), Margaret Masunaga (Deputy Corporation Counsel), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Kiran Emler (Department of Public Works, Engineering Division) and Noriko Sauer (Commission Secretary) And approximately 50 people from the public in attendance. A quorum was present. Vice Chair Beaudet called the meeting to order and introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. The Vice Chair then said that since quite a few people had already signed up to testify on Agenda Item No. 2, in the interest of consideration to those who were involved in Agenda Item No. 3, the Commission would take up those two items in reverse order. There were no objections from the Commissioners or the applicants. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANT: DOUGLAS AND RUTH DICK (REZ-13-163) Change of Zone from Agricultural-5 acres (A-5a) to Family Agricultural-2 acres (FA-2a) for approximately 5.001 acres of land. The property is located on the south side of the Māmalahoa nd Highway, east of the Pu‘u Nani Subdivision, Pu‘ukapu Homesteads, 2 Series, South Kohala, Hawai‘i, TMK: 6-4-018:087. The Commission took up this item at 9:45 a.m. with approximately 50 people from the public in attendance. Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the location map, aerial photograph and site plan, and summarized the request. He noted that the Planning Director recommended that the Commission send a favorable recommendation along with conditions to the County Council, with Condition F revised to read, “Direct vehicular access to the 1 individual lots from Māmalahoa Highway shall be limited to the single access driveway servicing the ‘ohana dwelling constructed in 1989.” The applicants’ representative, Sidney Fuke, stated that the applicants had reviewed the Planning Director’s recommendation, and agreed to the proposed conditions of approval. There was no one from the public wishing to testify in regard to this agenda item. It was moved by Commissioner Hickcox and seconded by Commissioner Whittemore that the Commission send a favorable recommendation to the County Council, with conditions as recommended by the Planning Director. A roll call vote was taken and motion carried with four ayes (Hickcox, Whittemore, Nelson and Beaudet) and one absent and excused (Giffin). APPLICANT:HAROLD TESHIMA (REZ-13-165) Change of Zone from an Agricultural–5 acres (A-5a) to a Family Agricultural–2 acre (FA-2a) zoning district for a 2-acre portion of a larger 7.662-acre parcel. The property is located along the northeast (mauka) side of the Old Government Road (also known as Hooper Road or Hooper Villa Road), approximately 900 feet north from the intersection of Kuakini Highway and Hawai‘i Belt nd Road, Maihi 2, North Kona, Hawai‘i, TMK: 7-9-003: Portion of 033. The Commission took up this item at 10:00 a.m. with approximately 50 people from the public in attendance. (SEE EXHIBIT A) APPLICANT: HUALALAI PARTNERS OF KONA, LLC (SLU-13-038/REZ-13-164) State Land Use Boundary Amendment from Agricultural to Urban and a Change of Zone from Agricultural 5-acres (A-5a) to Single-Family Residential-15,000 square feet (RS-15) for approximately 14.968 acres of land. The property is located southwest of the intersection of nd Kahului-Hienaloli Road and Hualalai Road, north of the Sugar Cane Lane Subdivision, Kahului 2, North Kona, Hawai‘i, TMK: 7-5-017:043. The Commission took up this item at 10:20 a.m. with approximately 50 people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up the following minutes at 1:50 p.m.: June 20, 2013 – It was moved by Commissioner Hickcox and seconded by Commissioner Nelson that the minutes be approved as submitted. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS – The Commission took up the following administrative matters at 1:51 p.m.: Status of applications heard by Leeward Planning Commission that are pending before County Council – Mr. Arai had nothing to report regarding this matter. 2 Mr. Arai made a reference to the Commission’s action to continue the hearing of the third item th today, and said that even though the August 15 meeting was cancelled, it was his understanding that the Commission should be able to meet the deadline for its decision by agendizing the th continued hearing for the following September 26 meeting, but that he would look up the requirement to make certain. ANNOUNCEMENTS – Mr. Arai announced that Ms. Barbara Nobriga’s nomination to the Commission was being forwarded to the County Council, with full support from the Council’s Planning Committee. He also informed the Commissioners that he would email them details about thth the Hawai‘i Congress of Planning Officials conference scheduled for September 18 through 20. ADJOURNMENT – There being no further business, at 1:52 p.m., it was moved by Commissioner Hickcox and seconded by Commissioner Whittemore that the meeting be adjourned. The motion was unanimously carried by a voice vote of all Commissioners in attendance.
