A/C Tasks Completed to date: A/C Next Action Item: 3) Kikala - Keokea New Park Development A/C Champion: Description: Kikala - Keokea New Park - Planning, Infrastructure, New Building Project Budget: • 2013 # 32 " Kikala- Keokea New Park" $1,500,000. A/C Tasks Completed to date: A/C Next Action Item: 4) Complete development of Ahalanui Beach Park (PCDP 3.5.3 [b] 1) Description: This popular, small day -use park is often fully utilized, to the point that portable toilets, parking, and encroachment onto neighboring private property are constant issues. In addition, access to a slightly unsafe area near the seaward inlet is not properly designed, requiring life guards to constantly order unwitting people to move away. This generates some degree of resentment among life guards and visitors that could easily be corrected with clearer signs and well- designed barriers. Project Budget: • 2013 - #20 "Ahalanui Beach Park New Comfort Station" $1,250,000. A/C Champion: Kekipi Kealoha A/C Tasks Completed to date: • Funding to make corrections in signage, security, and fencing are identified in the current County capital improvement budget (CIP). A/C Next Action Item: • Replace portable toilets with permanent ones • Replace the boundary fence and gates • Maintain, but do not pave the parking area • Provide security guard, lighting, proper signage 5) PAHOA - Community Development Plan (PCDP 3.1.3) A/C Champion: Subcommittee formed (Dan, Oshi, Madie, Rene) Mark Hinshaw Planning Team Leader Description: Project Budget: • 2013 #10 "Pahoa Sewer Feasibility Study" $300,000. • 2013 # 76 "Pahoa Town Center Land" $3,259,000 A/C Tasks Completed to date: • Formation of Pahoa Regional Town Center Group • Survey created and answered by residents • 4 member A/C Subcommittee formed to attend meetings • Architectural and historical reviewed • Facilitate community planning teams by providing planning expertise from County Planning Dept A/C Next Action Item: • Aug 21st - Present to Community Design Guidelines for final review, o Then present Design Guidelines to County Council for Resolution • Conduct a study to enable development of a wastewater management system (2013 Paha Sewer Feasibility Study $300K approved) • Provide funds for a planning consultant to prepare the PRTC strategic plan • Develop a public parking facility at the current Luquin's gravel parking area 2013 "Pahoa Town Center Land" $3,259,000 • Extend present Post Office Road so it will serve a new Regional Park • Widen and improve Post Office Road • Construct sidewalks along the road margin between Malama Market and Bryson's Cinders 2 • Complete Design of a Traffic Flow Pattern • Provide funds for a grant writer for all of the above projects 6) Mountain View Village Community Center - Design, construct, and furnish a community center (PCDP 3.5.3. c 8; 3.1.3 b. c. d.) Description: Project Budget: • Interim Project 2013 # 39 "MT View Gym & Adjourning Buildings Roofing and Gutters" $200,000. A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: • Include a community meeting room, a certified kitchen, covered assembly area, handicapped access entries, restrooms, public parking, picnic area, and all other features normally included in community center developments 7) Create a safe swimming area at Pohoiki coastal park A/C Champion: Oshi Simsarian Description: Project Budget: • 2013 "Pohoiki Swimming Area - Feasibility & initial planning study" $40,000. A/C Tasks Completed to date: • Group formed to address issues (Oshi, Luana Jones, Bird) • Met with Councilman Hagan and Kern and presented ideas • CIP request for funding for feasibility study (currently in the budget) • Met with Park and Recreation who wrote a support letter to Rep. Russell Ruderman • Discussed issue with Rep. Russell Ruderman who requested $250K in funding at the last session - support but did not get funding • 7/13 Group met with Rep. Russell Ruderman at Pohoiki and discussed the community vision and how to proceed from here. • Group members testified at County Council Committee meeting where Councilman Hagan and Kern voiced strong support for the swimming area. • The County Council at the Committee hearing voted unanimously in favor A/C Next Action Item: 3 8) Volcano Village - Community Development Plan A/C Champion: Dan Taylor (Sher Glass is Planning Team Leader) Description: Develop a Community Development Plan Project Budget: A/C Tasks Completed to date: • Volcano Developed CDP and advanced to a Draft Strategic Plan A/C Next Action Item: • 30 action items identified with priority under review • Action Statements are being written by various members of community • Goal to have Plan to County Planning Dept by end of year 9) Mountain View - Community Village Center Plan A/C Champion: Subcommittee formed (Patti, Sharon, Dan) Frank Commendador is planning team leader. Description: Develop a Community Development Plan Project Budget: A/C Tasks Completed to Date: • Working Groups formed • Survey distributed to community, which asks for input from the community about the purpose of a long range plan, a description of the preferred future of Mountain View, community desires, deficiencies in infrastructure, and specific needs for the community • Monthly Meetings Conducted A/C Next Action Item: • Support the development of a Mountain View Community Village Center Plan - so far the planning area doesn't extend into the residential subdivisions that are served by the traditional village area 10) KAPONO (Kalapana- Kapoho) -Community Development Plan A/C Champion: Farris Etterlee Description: Develop a Community Development Plan Project Budget: A/C Tasks Completed to date: • Encourage community participation - 323 responded to community survey to set priorities • Formed KAPONO Organization and voted in Board Members • Submitted to IRS 501c3 Forms A/C Next Action Item: • Quarterly Trash Pickup entire Red Road • Community Outreach Programs to gain community interest 4 11) Support Puna Community Medical Center (PCDP 3.3.1,3.3.3a, 3.4.2a) A/C Champion: Rene Siracusa Description: Build Puna Community Medical Center - The Urgent /Acute Care Clinic in Pahoa Marketplace has now seen more than 23,000 patients over 10,500+ visits since opening on Feb. 1, 2009. The clinic is now averaging about 500 patients /month. When County, State and private businesses were closed for Hurricane Flossie, the clinic stayed open so that help would be available during the expected emergency. Project Budget: A/C Tasks Completed to date: • State Land Identified • PCMC has received donations from Nanawale CA ($1,000) and Hawaiian Beaches CA ($1,293) to support the Building Fund for its proposed Emergency Room A/C Next Action Item: • Write letters of support for continued funding and for grants • Testify on Med Center behalf at Planning Commission and County Council hearings • Support application to DLNR for long term lease on a 5 -ac property in Pahoa • Support expansion of health services and building expansion • OCT 2013 - 3 fundraising concerts planned island -wide - internationally acclaimed jazz guitarist Andrea Razzauti and backup musicians. 12) Designate Connecting Roadways in Puna Subdivisions (PCDP 4.3.3 [3,4, & 5]) A/C Champion: Subcommittee formed (Dan, Patti, Farris, Sharon) Chair: Marlene Hapai Description: Promote Health and safety by establishing a series if connectivity locations between Puna subdivisions and surrounding areas Project Budget: A/C Tasks Completed to date: • Planning /organizing PREP Fair August 312013 with support from Civil Defense • July 13th - Emergency Evacuation Mapping Training Workshop - Keaau Community Center - 20 people attended • Aug 3rd - Emergency Evacuation Mapping Workshop • Aug 31st - Puna Regional Emergency Preparedness (PREP) Fair - Keaau High School A/C Next Action Item: • Analyze data collected at the PREP Fair Mapping sessions for committee future recommendations 13) Implement a management plan for Wai'opae Marine Life Conservation District (PCDP 3.5.3 [e]2) A/C Champion: Oshi Description: Alternative access to the area outside of the community access Project Budget: A/C Tasks Completed to date: • Submitted PONC request to Acquire the 321 -acre Hara property • AC Letter in support of the Acquisition • 3/13 - Group met with Councilman Hagan and worked with his office to draw up resolution to be passed by Council to authorize the release of the funding for acquistion • 6/13 - Group (6 +) worked together to re- submit the application for acquisition on A/C Next Action Item: • Encourage DLNR to more effectively enforce Conservation District rules • Implement a patrol and enforcement partnership with the communities in proximity to the M LCD • Work with Vacationland subdivision to improve signage at Wai'opae about protecting the coral 14) Collaborate with Dept of Mass Transit to establish Hub and Spoke public bus routes (PCDP 4.2.3) A/C Champion: Subcommittee formed (Dan, Patti, June, Sharon) Chair: Marty Mimmack Description: Subcommittee main focus of the subcommittee is to implement a public bus routing strategy that would circulate busses between hubs (Hilo - Kea'au; Kea'au — Pahoa; Kea'au — Volcano) with secondary routes that would deliver passengers to the hub terminals or to the main corridors. This routing pattern is recommended in the Puna Community Development Plan (PCDP) and has the authority of ordinance, and thus is the obligate purpose of the subcommittee. Insufficient funding levels at MTA and demands for bus service to un- served areas dilutes the Hub - and -Spoke model so that such a system has not yet been implemented. Project Budget: A/C Tasks Completed to date: • A subcommittee on Mass Transit is operating and active. • Established an advisory team to co- ordinate discussions with Mass Transit Department - members have met with MTA director, Ms Kai, with an understanding that the PCDP Subcommittee is the authoritative voice for Puna residents, and a hope that MTA will not dilute routes and schedules in the future. A/C Next Action Item: • Subcommittee members to engage in discussions about bus shelter design, designated and marked bus stops, and increasing schedules to accommodate workers and students who live in distant areas. • Confirm Kea'au town as the primary hub terminal in Puna • Collaborate with village and town planning teams in Kea'au, Pahoa, Mountain View, Volcano, and other destinations to integrate bus terminals /stops as their plans develop 15) MT View Playground Project A/C Champion: Terry D a u n Description: Design / Build Playground at Community Center - Support Friends of Mountain View Gym in development of a children's playground and in renovation of the Mountain View A. HWY 132 A/C Champion: Oshi Description: Project Budget: A/C Tasks Completed to date: • Conducted maintenance of Hwy 132 road shoulder for cycle and pedestrian safety A/C Next Action Item: • Develop the established route that connects Kahakai Blvd to Maku'u Dr, as a paved bicycle path and 25mph roadway 7 • Establish a pedestrian /bicycle corridor that connects HPP to Hilo, using old Government Beach Road, Railroad right -of -way or alternative route • Improve segments of Red Road (County Hwy 137) and Kapoho -Pahoa Road (County Hwy 132) • Revitalize previous bicycle route advocacy group and record B. HPP - Pathways Master Plan A/C Champion: J u n Description:Development of pedestrian walkways and bikeways in HPP Project Budget: A/C Tasks Completed to date: • June 2012 - Formation of HPPOA Paradise Paths Committee - to start developing pathways master plan. • June 2013 - HPP Pathways Master Plan (Living Plan) was created with map indicating the locations of the different Pathways types A/C Next Action Item: • First Phase of master plan is developing a Multi -Use Non - Motorized Lane along Paradise Drive(Hwy 130 to Beach Road C. HWY 137 -Red Road A/C Champion: Farris Description: Walking /Biking Path to connect Kehina to Kalani Project Budget: A/C Tasks Completed to date: A/C Next Action Item: • 2014 Budget submittal for Design /Assessment 18) Designate Red Road (Hwy 137) as a National Scenic Byway [4.5.3 (f)] A/CChampion: Farris Etterlee Description: File for State Scenic Byway designation Project Budget: A/C Tasks Completed to date: • KAPONO Submitted Scenic Byways Application (PCDP 4.5) • A/C Support Letter for Scenic Byway Application Submitted 4/2013 • Red Road Scenic Byway Designation Awarded A/C Next Action Item: • Form /Train Red Road Scenic Byway Corridor Management Committee 8 PCDP PROJECTS NOT STARTED 1) Upgrade Wastewater Disposal Practices in Lower Puna (PCDP 2.3.3) a) Kapoho Beach Lots Description: An attempt to persuade owners of properties in Kapoho Beach Lots subdivision to shift from cesspools to septic tanks was not accepted by residents, as a final result after two years of effort in 2012. Using the Vacationland subdivision model, the neighboring subdivision, of a paid, obligate metering system that is linked to upgraded disposal and a gradual pathway toward compliance, was not approved by KBL membership. Water quality testing by State DoH and by the University of Hawaii notwithstanding, property owners mostly deny there is a near - shore water contamination problem. Land subsidence remains an inevitable and relentless fact for near shore properties, and this complicates the problem of wastewater disposal. Intervention by State Dept of Health authorities might provide sufficient incentive for property owners to make the corrections that are inevitable. Previous AC member, Barbara Bell, headed this subcommittee. Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: • Renew efforts to establish a plan for Kapoho Beach Lots subdivision that would produce appropriate wastewater management practices 2) Secure Mobile telephone and Internet Service for all of Puna (PCDP3.4.3 (c) Description: Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: • Identify Internet service as an obligate extension of public services to underserved communities, and especially the provision of emergency service • Develop a comprehensive antennae pole system for all settlements • Delineate contributions that can be expected from commercial providers, County, State, and community participants • Encourage State PUC and relevant County officials to facilitate development of service, including facilitating permits for infrastructure, inter - governmental sharing of facilities, and cooperative agreements with commercial providers 3) Acquire and Develop Coastal Parks (PCDP 3.5.3 [b, c, and e]) Description: Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: • Develop and apply operational standards for all Beach Parks o Signs o Maintenance o Facilities o Patrol and enforcement o Emergency telephones • Expand existing parks to ensure they include associated cultural, historical, and natural resources 4) Secure Land and Build Infrastructure for Community Farmers' Markets [3.2.3 (0] Description: Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: • Purchase approx 4 -1/2 acres in Pahoa Town where the informal farmers' market currently operates • Secure this action within the Pahoa Town Center long range plan (in preparation) 5) Articulate a policy that promotes Agriculture Tourism [3.2.3 (h)] Description: Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: 10 6) Propose National Scenic Byway designation for Highway #11 corridor between Mountain View Village and the eastern boundary of the Volcanoes National Park (PCDP 4.4 and 4.5; 3.1.3 c. 2) Description: Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: 7) Creation of Community long Range Plans (PCDP 3.1.3) Kurtistown, Orchidland, Hawaiian Paradise Park, Leilani Estates (PCDP 3.1.3 a -f; 3.2.3 I,; 3.4.3 h) Description: Project Budget: A/C Champion: A/C Tasks Completed to date: A/C Next Action Item: • Assist County Planning Department with development of guidelines to assist communities who intend to develop long range plans • Identify individuals and groups in communities who might organize long range plan efforts PCDP PROJECTS - COMPLETED 11
