5. Description: Install and maintain an emergency (911) phone at the parking area above
Kehena Beach (Hwy 137 /Red Road). Cost estimate includes purchasing the Phone /Cell
Tower. Monthly operational cost needs to be factored included.
6. Justification: This relatively remote beach and adjacent parking area is very popular among
residents and visitors and experiences a high rate of vehicle break -ins and personal injuries
due to falls on the beach access trail and ocean hazards. Poor cell phone reception in this
area makes use of personal cell phones to call for emergency assistance impractical.
