Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on September 10, 2013. (5 min) NEW BUSINESS: 1. Communication No. 2013 -57: Connectivity and Emergency Response Subcommittee ( CERSC). Report on activities of the CERSC since their last meeting. (5 min) 2. Communication No. 2013 -61: Action Committee Mahalo Letter to Marlene Hapai. The AC will consider for approval a letter of thanks to Marlene Hapai for her efforts in organizing and putting on the PREP Fair on August 31, 2013. (5 min) 3. Connectivity Mapping Data: Patti will report on the results of the mapping data obtained at the August PREP Fair. (20 min) 4. Communication No. 2013 -60: Pahoa Regional Town Center Plan Subcommittee ( PRTCPSC). Mark Hinshaw will provide the AC with an update report on the progress of the PRTCPSC over the past couple of months. (10 min) 5. Communication No. 2013 -58: Puna Infrastructure Forum. Pattie will elaborate on the meeting notes for the September 25, 2013 meeting at W.H. Shipman, Ltd. in Keaau. (5 min) Hawai `i County is an Equal Opportunity Provider and Employer 6. Puna Community Medical Center (PCMC): Rene will report on the progress of the PCMC in securing a long -term lease of state land to establish their emergency medical center. (5 min) 7. Glenwood Park: AC discussion on options for improving Glenwood Park. (10 min) 8. Mt. View Playground: Sharon will update the AC on progress in upgrades to the keiki playground at Mt. View Gym. (5 min) 9. Communication No. 2013 -59: Budget Subcommittee. Budget Subcommittee report for recommendations to the Planning Director for the FY 2014 -15 General Operating (GO) and Capital Improvement Projects (CIP) budgets. (This information in this report will not be open for discussion or action by the AC at this meeting.) Communication No. 2013 -62: PCDP Action Priority List. The AC will have an opportunity to suggest updates to the revised list. (10 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the November 12, 2013 meeting. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2- 91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
