LEEWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
SEPTEMBER 26, 2013
The Leeward Planning Commission met in regular session at 9:32 a.m. in the West Hawai‘i Civic
Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona,
Hawai‘i, with Chair Geraldine Giffin presiding.
COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox,
Richard Nelson, III, Barbara Nobriga and Thomas Whittemore
ALSO PRESENT: Bobby Command (Deputy Planning Director), Margaret Masunaga (Deputy
Corporation Counsel), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner),
Kiran Emler (Department of Public Works, Engineering Division) and Noriko Sauer (Commission
Secretary)
And approximately 25 people from the public in attendance.
A quorum was present. Chair Giffin called the meeting to order. She introduced and welcomed
Commissioner Nobriga, and also introduced the rest of the Commissioners and staff to members of
the public. She then described the procedure for public testimony.
STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the
agenda.
NEW BUSINESS
APPLICANT: KEITH LEACH (SMA-13-052)
Application for a Special Management Area Use Permit to allow the construction of a second
single-family dwelling and related improvements on 32,567 square feet of land situated within the
County’s Resort-Hotel (V-1.25) zoning district and the Special Management Area (SMA). The
property is located at 69-1624 Puakō Beach Drive, Lālāmilo, South Kohala, Hawai‘i, TMK:
6-9-002:013.
The Commission took up this item at 9:35 a.m. with approximately 25 people from the public in
attendance.

RECONVENED The meeting reconvened at 10:15 a.m.

UNFINISHED BUSINESS
APPLICANT: HUALALAI PARTNERS OF KONA, LLC (SLU-13-038/REZ-13-164)
Applications for a State Land Use Boundary Amendment from Agricultural to Urban and a Change
of Zone from Agricultural 5-acres (A-5a) to Single-Family Residential-15,000 square feet (RS-15)
for approximately 14.968 acres of land. The property is located southwest of the intersection of

Kahului-Hienaloli Road and Hualālai Road, north of the Sugar Cane Lane Subdivision, Kahului 2,
North Kona, Hawai‘i, TMK: 7-5-017:043.
The Commission took up this item at 10:15 a.m. with approximately 30 people from the public in
attendance.

MINUTES
Minutes of the July 18, 2013 meeting – During the hearing on the applications of Hualalai Partners
of Kona, LLC (SLU 13-038/REZ 13-164) it was moved by Commissioner Hickcox and seconded
by Commissioner Nelson that the minutes be approved as submitted. Motion was unanimously
carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS
Status of applications heard by Leeward Planning Commission that are pending before County
Council – Mr. Arai had nothing to report regarding this matter.
ANNOUNCEMENTS – In response to Mr. Command’s question concerning the status of a vacancy
for the North Kohala seat of the Commission, Mr. Arai said that the County’s recruitment effort had
been unsuccessful so far. He asked for the Commissioners’ leads on prospective candidates.
ADJOURNMENT – There being no further business, at 1:42 p.m., it was moved by Commissioner
Whittemore and seconded by Commissioner Hickcox that the meeting be adjourned. The motion
was unanimously carried by a voice vote of all Commissioners in attendance.
