Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and must 2. comply with HRS § 92-7(d)) BUSINESS OF COMMITTEE SKCDP Implementation. Action Committee will continue ongoing review of SKCDP 1. Goals, Policies and Actions & discuss roles & responsibilities. Update/Discussion of Agenda Items by Planning Director, Duane Kanuha or a. authorized representative. Update/Discussion of Agenda Items by Council Members: District 1 – Valerie b. Poindexter and District 9 – Margaret Wille Capital Improvement Plan (CIP). c. The Action Committee will review and discuss the South Kohala Community Development Plan CIP project list for submission to the Planning Department for consideration. Please see attached for the Current Project List. Discussion of Update Issues/Suggestions for the SKCDP/General Plan d. The Action Committee will begin discussion on potential amendments for the SKCDP and the General Plan to be forwarded to the Planning Department. Please see attached for the Issues/Suggestion list. Report Regarding the Hawai‘i Congress of Planning Officials Conference f. – Action Committee Attendees (Fran Tabor, Jojo Tanimoto and Roger Harris) will provide the Committee with a report of their activities at the conference. Effects of Ocean Rise i. – One of the seminars regarded the effects of ocean rise to the islands and Fran Tabor will discuss the important points of the seminar. Sub-Committee Reports. 2.Action Committee will review sub-committee reports and recommended motions and discussion items to place on the next meeting agenda for action. Permit Activity Comments from Action Committee a. – i. The Action Committee is to discuss a proposal to forward a recommendation in opposition to the County Council Communication 343, Resolution. 140-13-to accept the Easement request by Kohala Kai LLC. SKCDP AC/PCDP AC – STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON THE AGENDA ANNOUNCEMENTS  Waimea Next Meeting November 25, 2013 – - Lilly Yoshimatsu Senior Center (Waimea Senior Center) ADJOURNMENT Notice: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible, but no later than five (5) working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged PLANNING DIRECTOR Duane Kanuha
