Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on October 8, 2013.
NEW BUSINESS:

1. Connectivity and Emergency Response Subcommittee ( CERSC). Report on activities of
the CERSC since their last meeting. (5 min)
2. Mass Transit Subcommittee Report. Mary Mimmack will update the AC on the activities of
the subcommittee.

3. Communication No. 2013 -64: Increase Bicycle Carrying Capacity on Buses in Puna to
Four. General operating budget recommendation from Oshi calling for bike racks on MTA
buses in Puna to be changed to allow for four (4) bikes instead of two (2) to be carried at a
time.

4. Communication No. 2013 -65: Request from the Pahoa Regional Town Center Plan
Subcommittee to Approval and Transmit to the Planning Director the Proposed
Ordinance to Amend Chapters 3 and 25 of the Hawaii County Code and a Resolution to
Adopt the Pahoa Village Design Guidelines for the Purpose of Establishing the Pahoa
Village District. (20 min)

1. Communication No. 2013 -59: Budget Subcommittee. The AC will discuss and act on the
recommendations for the FY 2014 -15 General Operating (GO) and Capital Improvement
Projects (CIP) budgets provided by Budget Subcommittee at the October 8 meeting. (60 min)

2. PCDP Action Priority List. The AC will have an opportunity to suggest updates to the

91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawaii County Code).
