HomeMy WebLinkAbout2013-67 CERSC Minutes 26Nov2013Communication No. 2013 -67 PCDP Subcommittee on Connectivity and Emergency Response Meeting November 26, 2013 Keaau Community Center MINUTES Call to Order: 5:05 p.m. In Attendance: Patti Pinto, Stephanie Bath, Hannah Hendrickson, Marlene Hapai, Chair Approval of Minutes as Circulated (September 24, 2013): Moved: Patti Pinto, Seconded: Stephanie Bath, Unanimously approved. Old Business: 1. Discussion of Community Input collected from PREP Fair used to determine Connectivity Locations (CL) for health and safety purposes as well as daily use. Ranking Tool developed using Subcommittee on CER criteria submitted to and approved by PCDP Action Committee and criteria recommended by County of Hawaii DPW. Criteria developed using PCDP guidelines. Meetings held to rank and prioritize CL data and results obtained: 1. Puna Uka: October 2 and 4, 2013 — 24 recommended CL's recorded. 20 ranked. 2. Puna Waena: - 13 recommended CL's recorded. 5 ranked. 3. Puna Kai: 17 recommended CL's recorded. None ranked. 4. CER Subcommittee and PCDP Action Committee members in each respective Puna area, i.e., Puna Uka (Upper Puna), Puna Waena (Middle Puna) and Puna Kai (Lower Puna) being asked to help with ranking that know each area. 5. Results presented by Patti Pinto and discussed by all present. Other Data to be considered for prioritizing 1. PREP Fair Mapping exercise done at Orchidland LDS Chapel by Stephanie Bath on October 21, 2013: 19/19 "Yes" responses to question "Does Puna need more Emergency /daily connectivity roadways ?" Question: "Where are roadways needed ?" Upper Puna — 15, Lower Puna — 15. Specific CL's recommended will be incorporated into existing PREP Fair data summary to reflect additional community input. 2. Red Road Community (Farris) — meeting to be held January 2014. 3. Hawaiian Acres Data Collected (Patrice) — report sent by email November 15, 2013 to incorporated into input data 4. Other: Prior to PCDP Action Committee meetings on proposed priorities, Subcommittee members will: 1) meet with subdivision boards and memberships as able to present preliminary input and rankings developed from PREP Fair community recommended data, 2) ask for further input from their membership, 3) invite anyone interested to provide testimony at the PCDP Action Committee meeting that will discuss their subdivision's proposed Connectivity Locations, 4) invite them to PREP Fair 2014 and 5) invite them to attend CER Subcommittee meetings held each fourth Tuesday of the month at 5:00 p.m. at the Keaau Community Center. 2. Discussion on "Procedure for Connectivity Location Prioritizing and Consideration" to ultimately determine Priority List for Connectivity Locations for upper (uka), middle (waena) and lower (kai) Puna to include community, CER subcommittee, and PCDP Action Committee input with agreed upon priority lists provided to County (DPW /Ben Ishii), to elected officials and agencies responsible for proposed actions. Procedure Agreed Upon: • Prioritize CL's for each major area, i.e., Puna Uka, Puna Waena and Puna Kai • Invite further public input prior to PCDP AC meeting where area's CL's will be discussed • Agendize CL's to be discussed at PCDP AC meeting, publicize and invite public testimony at meeting • If CL confirmed at meeting, keep on list to be forwarded for further consideration and implementation • If CL not confirmed at meeting, seek further input, re- agendize and consider for re- prioritizing or deletion, depending upon further input. • Tentative Timeline: Meeting with Subdivision Boards and Membership /Agendizing Priorities for Consideration at PCDP AC Meetings: Puna Uka — December 2013 /January 2014 Puna Waena — January 2014 /February 2014 Puna Kai — February 2014/March 2014 New Business: 1. PREP Fair 2014 • Major Outcomes to Focus on for CER Subcommittee: Preliminary suggestions included: 1. Revisit CER Subcommittee Action Plan Objectives of 2/12/13: a. Additional input for CL's b. Survey of CL's recommended and still under consideration c. Greater focus on Emergency Mapping "Make and Take" 2. Create new set of actions /objectives and once again use fair as vehicle for community input focusing on Health & Safety issues • Confirm Date, Location and Times — August 30, 2014 from 9:00 a.m. through 3:00 p.m. will be presented to Keaau High School to see if the date and time will fit on their schedule • Councilman Zendo Kern will present proposal of $3000 to help with PREP Fair 2014 at the County Council's December 2013 meeting. Funds must be used by June 30, 2014. Next Meeting: January 28, 2014, 5:00 p.m. — Location: Keaau Community Center Adjournment: 7:20 p.m.
