WINDWARD PLANNING COMMISSION
COUNTY OF HAWAI‘I
MINUTES
DECEMBER 5, 2013
The Windward Planning Commission met in regular session at 9:05 a.m. in the County of
Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman
Wallace Ishibashi presiding.
COMMISSIONERS PRESENT: Wallace Ishibashi, Ronald Gonzales, Gregory Henkel, Myles
Miyasato, Raylene Moses, and Stephen Ono
STAFF PRESENT: Margaret Masunaga (Deputy Corporation Counsel), Duane Kanuha
(Planning Director), Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner),
Maija Cottle (Staff Planner), Jeff Darrow (Staff Planner), and Sharon Nomura (Secretary)
ABSENT AND EXCUSED: Charles Heaukulani
The Chair introduced the staff and Windward Planning Commissioners to members of the public
and described the procedures to be followed for today’s meeting.
STATEMENTS FROM THE PUBLIC – Note that statements from the public regarding

NEW BUSINESS – 9:00 a.m.
APPLICANT: SHERRY JORDAN (REZ-13-169)
Application for a Change of Zone from a Single Family Residential-10,000 square feet (RS-10)
to a Neighborhood Commercial-10,000 square feet (CN-10) zoning district for approximately
11,771 square feet of land located along the east side of Laukapu Street roughly mid-block
between Kekūanāo‘a and Leilani Streets in the Waiākea Houselots Subdivision, Waiakea, South
Hilo, Hawai‘i, TMK: 2-2-036: 053.
The Commission took this item up at 9:07 a.m. with 13 people from the public in attendance.

RECONVENED – The Chair reconvened the meeting at 10:06 a.m.
APPLICANT: SANDRA KANESHIRO (formerly DR. CURTIS LEE) (REZ 981)
Request for a 5-year extension of time to comply with Condition B (secure Final Plan Approval)
of Change of Zone Ordinance No. 02-49 that changed the district classification from a Single

Family Residential (RS-10) to General-Commercial (CG-20) zoning district for approximately
20,640 square feet of land. The property is located on the northwest side of Kamana Street,
between Kino‘ole Street and Kīlauea Street, approximately 340 feet northeast from the Kamana
nd
Street-Kino‘ole Street intersection, Waiākea House Lots 2 Series, South Hilo, Hawai‘i, TMK:
2-2-022:005.
The Commission took this item up at 10:06 a.m. with 9 people from the public in attendance.
Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the
location map and site plan, summarized the request, and noted the Planning Director
recommended approval of the application with conditions.
The applicant’s representative, Tyler Kaneshiro, stated he has reviewed the Planning Director’s
recommendation and proposed conditions. He pointed out that the property owner to his left and
the property owner at the corner of Kamana and Kinoole had their rezonings recently approved
and they so far have not installed their curb, gutter and sidewalk improvements. He added he
had no objections to the proposed conditions of approval.
Mr. Darrow pointed out on the presentation map the recently approved rezonings in the area that
have the curb, gutter and sidewalk requirement. He said they were either recently approved so
they still have time to comply with that requirement, or the Department will be following up with
the applicants that just had that condition lapsed, or requested a five-year time extension and then
had that condition lapsed. He noted that because they are following up with the applicants that
have lapsed this condition, the Commission may soon be seeing the applicants.
There was no one from the public wishing to testify on the application.
It was moved by Commissioner Moses, seconded by Commissioner Gonzales, to send a
favorable recommendation to the County Council on the request with conditions. A roll call vote
was taken and motion carried with six ayes (Moses, Gonzales, Henkel, Miyasato, Ono, and
Ishibashi) and one absent and excused (Heaukulani).
UNFINISHED BUSINESS – 9:30 a.m.
INITIATOR: PLANNING DIRECTOR (SPP NO. 653)
Continued hearing of the assessment and appropriate action on Applicant’s response/action
regarding Condition No. 10 of Special Permit No. 653 issued to Ocean View Investment
Company, Inc., on December 8, 1987 which allowed a variety of commercial and industrial uses
and a farmers’ market on 14.75 acres of land within the State Land Use Agricultural District.
The property is located at the western corner of the Hawai‘i Belt Road-Prince Kuhio Boulevard
intersection and includes the existing Ocean View Store complex known as Pohue Plaza, Kahuku,
Ka'u, Hawai‘i. TMK: 9-2-l85:094, 095,096 and Portions of 092 & 093.

APPLICANTS: MICHAEL AND CYNTHIA GREENLAW (SPP 13-153)
Continued hearing on the application for a Special Permit to allow the establishment of a satellite
learning and education center (school) and water catchment tank business on 4 acres of land
situated within the State Land Use Agricultural District. The property consists of four lots and is

located at the very end of 19 Avenue on the west (mauka) side of the road, approximately 2,200
th
feet southeast of the intersection of 19 Avenue and Maku‘u Drive, Hawaiian Paradise Park
Subdivision, Puna, Hawai‘i, TMK: 1-5-021: 054, 055, 056 and 057.
The Commission took this item up at 11:40 a.m. with 10 people from the public in attendance.
RECESSED – The Chair recessed the meeting at 12:40 p.m.
RECONVENED – The Chair reconvened the meeting at 12:45 p.m.
MINUTES - The Commission took up the following at 12:53 p.m.
Approval of Minutes of the November 7, 2013 meeting – It was moved by Commissioner
Gonzales, seconded by Commissioner Moses, to defer approval of the minutes to the January
meeting. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS – The Commission took up the following at 12:54 P.M.
1.Status of applications heard by Windward Planning Commission that are pending before
County Council – Mr. Arai noted tha applications of Vince Kimura (REZ 1018) and B. T.
Kuwahara’s (SLU 12-033/REZ 12-155) were approved by the Hawai‘i County Council.
2.Status of Contested Case proceedings for Connections New Century Public Charter
School/CBESS Special Permit Application No. 12-000138 (SPP-12-138) – Mr. Arai reported
that the parties agreed to go through the mediation process.
ANNOUNCEMENTS – The Commission heard the following announcement at 12:58 p.m.
Mr. Arai noted the next meeting is scheduled for January 9, 2014, and briefly summarized the
agenda items.
ADJOURNMENT – There being no further business at 12:59 p.m., it was moved by
Commissioner Moses and seconded by Commissioner Gonzales that the meeting be adjourned.
Motion was unanimously carried by a voice vote of all Commissioners in attendance.
