PROJECTS
1. AINALOA BLVD. PEDESTRIAN AND BIKE SAFETY IMPROVEMENTS Bill 172, an ordinance
amending Ordinance No. 13 -66, as amended, relating to public improvements and financing thereof for
the fiscal year July 1, 2013 to June 30, 2014. This will approve the Department of Public Works to add
this project, appropriating $86,000 of funds from General Obligation Bonds, Capital Projects Fund --
Fund Balance and/or other Sources. At Finance Committee Meeting held on Tuesday, January 7, 2014,
in the Hilo Council Chambers, the bill was, with one absence, unanimously recommended to First
Reading at Council level.
2. KUAULI /HWY 1 I ACCESS IMPROVEMENTS - seeking assistance with State funding on CIP list;
ranked priority #43 under the summary of requests for Department of Public Works in ordinance No.
13 -66, the Capital Budget and Six -Year Capital Improvements Program.
3. MT. VIEW PLAYGROUND named AJ Watt [after a well -known figure in Mountain View area}
Playground; blessing and opening ceremony was conducted on Friday. November 22, 2013. As a

4. POSSIBLY A NEW EVENT CENTER IN KEA`AU in early stages of discussion with Shipman}
representatives and County; will keep Puna CDP AC members updated and involved.
5- The projects noted in this numbering have been authorized by Mayor Billy Kenoi through Bill 156,
Draft 2. an ordinance authorizing the issuance of general obligation bonds of the County of Hawai` i for
the purpose of funding all or a portion of the costs of various public improvement projects; fixing the
form, denominations, and certain other details of such bonds and providing for their sale to the public;
and authorizing the taking of other actions relating to the issuance and sale of the bonds be it ordained
b y the Council of the County of Hawaii. This bill passed 2 "d and Final Reading unanimously with one
absence at Council Meeting held in the Hilo Council Chambers on Wednesday. January 8, 2014. once
Mayor Billy Kenoi receives the bill, he then has 10 days to either sign the bill into law, veto, or allow to
become law without his signature.

II. LEGISLATION
1. POHOIKI SWIMMING AREA RESOLUTION --- Resolution 133 -13, urging the national oceanic and
atmospheric administration and the Hawai `i State Legislature to assist in creating a safe swim area near
the Pohoiki Boat Ramp in the District of Puna and to provide funding for a feasibility study, was
unanimously adopted at Council Meeting held Wednesday, July 24, 2013, at West Hawaii Civic Center.
Will be continuing advocacy with state legislation representatives and officials.
2. The following legislation is to be reintroduced in early 2014 after incorporating suggestions from
Council members and residents:
a. BILL 25 - AGRICULTURAL TOURISM LEGISLATION DEFINING MINOR AG-
TOURISM
b. BILL 96 - FARMER'S MARKET LEGISLATION ALLOWING MINOR MARKETS IN
SUBDIVISIONS WITHOUT SPECIAL PERMIT
III. WORKS IN PROGRESS din aloha order)
1. Additional bus shelters in the district
2. Closure of Glenwood Park and identifying future use of the land
3. Expansion of Kea` au Park
4. Mass Transit hub facility in Kea' au
5. New police and fire station in Kea`au
6. South Lauko Road connection to highway
