CREATING YOUR ONLINE PERMIT APPLICATION IS A 6 STEP PROCESS

PREREQUISITES FOR ONLINE APPLICATION CREATION:
CURRENT VERSION OF AN INTERNET BROWSER
Google Chrome (preferred), Internet Explorer, Firefox, Opera, or Safari
REGISTERED USER ON PAPA AUKAHI WEBSITE
(papaaukahi.hawaiicounty.gov)
To Register go to papaaukahi.hawaiicounty.gov website and click on Register link. You will be asked to provide Name,
Address, Phone number, Email Address, Username, and Password.

STEP 1 PROJECT SELECTION
Choose between 13 Project Types:
Building Permit (Residential)
Building Permit (Non-Residential)
Building Permit (Residential PV Only with Electrical Residential Single Family)
Building Permit (Residential PV Only with Electrical Residential Multi Family)
Building Permit (Non-Residential PV Only with Electrical Residential Non-Residential)
Building Permit (Residential Solar Water Heater ONLY)
Building Permit (Residential Solar Water Heater ONLY with Plumbing)
Electrical Permit (Residential Single Family)
Electrical Permit (Residential Multi-Family)
Electrical Permit (Non-Residential)
Plumbing Permit (Residential)
Plumbing Permit (Non-Residential)
Sign Permit
For this demonstration Plumbing Permit (Residential) is selected.

STEP 2 LOCATION
Identify the project location. Provide Tax Map Key (TMK) of project location. System is also able to search by
Street Address. Search "auto-suggests" selection as you type. If your search does not return a TMK, please verify your
TMK information from Real Property's website at www.hawaiipropertytax.com and then come into the Building Division to
process your application.
For this demonstration I will be using the County Building (101 Pauahi..). Notice that the search field
auto suggests the address.

STEP 3 CONTACT INFO
Identify the contacts associated with the project.
Owner, Lessee or Tenant (auto filled from Building's copy of Real Property information)

Applicant *(For Electrical and Plumbing permits this would generally be the contractor)
required for Electrical and Plumbing applications
Architect, Engineer, Builder, Contractor *, Sign Installer,
Design Professional
Notice how there are 2 Owner entries (Owner and Owner 2). This information was retrieved from
Building's copy of Real Property Data. There may be a discrepancy between what is listed on Real
Property's website and what is shown here. There is presently a month lag of when Building's copy
of Real Property Information is updated.
Within the instructions at the top of this screen, it mentions that the required contact types are a
minimum of (1) legal property owner, (1) applicant, and (1) plumbing contractor.

For this demonstration I will be using Robyn as the Contractor as well as Applicant. (For Plumbing
applications the Plumbing Contractor is the applicant).
If you do not include all the required field entries, the system will generate an error message and
advise as to what information is missing.
By clicking on the check box below the email address, you are requesting an email confirmation be
sent once the web application is created.

The contractor field works like that of the TMK field such that it "auto suggests" either by name or by
license number. I've entered in Robyn's license number (10273) and selected her from the list.
Building maintains a copy of licensed professionals that we obtain from Department of Commerce
and Consumer Affairs (DCCA). Again as with the Real Property information, there may be a lag
between the copy we have and what DCCA has on file. If you are unable to locate your information,
please contact Building Division (email, phone, or in-person).

STEP 4 PROJECT DETAILS
Enter in details of Permit application. Many of these listed fields are ones that were on the paper application form.
Description of work, Project valuation, Plumbing Fixtures (for Plumbing Applications), Electrical Circuits (for Electrical
Applications), etc...
First thing to note here is the warning that the information provided on the application will be
considered public information. Also note by filling out the form you are acknowledging that the
information given on the form is correct and agree to comply with all county and state laws.
For some project types, including Plumbing projects, the system requests that you specify which
office you would like to process your application. For this demonstration, I will choose "Hilo".

Once all the relevant details have been recorded, re-review entries before clicking on NEXT (per warning message - "You
will not be able to make any corrections after this step.")

STEP 5 FEES & PAYMENTS
Note: Payments will not be accepted at this time until the application is verified and goes through plan review.
Click on Print your application button to print out a copy of all the application information you have recorded.

This will open a new internet browser tab of the report that is to be printed.
To print the information, scroll down to the bottom of the page and click on the button labeled "Print this application"

NOTE: DO NOT CLOSE YOUR BROWSER YET.
Once you have printed the application, you can close the browser tab.
In order to submit this application to Building, you will need to click on the "Print an Estimate" option then click NEXT.
This is what assigns a Web Application Number to your application.
STEP 6 CONFIRMATION
An Estimated Fee report displaying the Web Application Number for your project will then be generated. Please note the

Click on the "X" at the bottom of the scroll bar to complete your web application process.
This will return you to the Papa Aukahi home screen. To track the status of your application, click on the Plan
Management link.
