Testimony shall be limited to items on the agenda. Persons wishing to provide oral testimony are
asked to submit a completed request form to the PCDP project manager prior to the completion of each
public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length
per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately
prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee.
APPROVAL OF MINUTES: Regular Meeting on January 14, 2014.
NEW BUSINESS:
(5 min)
1. Greggor Ilagan, Council Member District 4: Mr. Eagan will update the AC on projects and
legislation he is working on and give a brief overview of his County based website as they
related to the Puna CDP. (20 min)
2. Connectivity and Emergency Response Subcommittee (CERSC). Marlene Hapai and Patti
Pinto will report on the activities of the CERSC since the January 14 meeting. (10 min)
3. Mass Transit Subcommittee (MTSC). June Conant will update the AC on the status of the
MTSC following the resignation by Marty Mimmack as chair after the January 14 AC meeting.
The AC will also discuss options for the subcommittee going forward. (10 min)
4. Communication No. 2014-9: Pahoa Regional Town Center Plan Subcommittee
(PRTCPSC). The AC will consider a draft letter addressed to Mayor Kenoi from the AC
requesting his support in moving forward with the draft legislation proposed to create a Pahoa
Special District and to establish design guidelines submitted to the Planning Director by the
Hawai `i County is an Equal Opportunity Provider and Employer
PCDP AC letter dated November 12, 2013 and with the development of the Pahoa Regional
Town Center Master Plan. (15 min)
5. Mt. View Community Village Center Plan Report: Patty Pinto will update the AC on the
latest progress of the Mt. View Community Village Center Plan. (10 min)
6. Communication No. 2014-6: Puna Community Certified Kitchen: (R. Siracusa) The AC
will consider a draft letter of support for the Puna Community Certified Kitchen. (10 min)
7. Communication No. 2004-8: (O. Simsarian) The AC will consider a draft letter to Public
Works and elected officials in continued support of Albizia tree removal. (5 min)
8. Communication Nos. 2014-5 and 2014-7: Zendo Kern, Council Member District 5
Updates: The AC will discuss the updates as provided by Council Member Kern in 2014-5
and as amended in 2014-7.

9. AC Training. The AC will consider suggestions for Member training and dates for
scheduling. (15 min)
10. November 11, 2014 AC Meeting: The AC will consider either selecting an alternative date or
forgoing the meeting, as the original date falls on Veterans Day. (5 min)
UNFINISHED BUSINESS:
1. Draft Revisions to the PCDP Action Priority List: (F. Etterlee & S. Daun) The AC will
consider further updates and amendments to the format of the Action Priority List. (20 min)
AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the March 11, 2014
meeting.

If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-
91.3(b), Hawaii County Code). A lobbyist means, "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials." (Article 15, Section 2-91.3(a)(6), Hawaii County Code).
