In meeting with the VCA Long -Range Planning Committee (VLRPC) the Department expressed concerns about the VLRP essentially restating what is already called for in the Puna CDP and over the lack of specificity in the draft to adequately serve as a Village Center Master Plan. While calling for the establishment of a non - profit Volcano Historical Society for the creation of a museum and the development of design guidelines for the village center, the plan should have include specific strategies for implementation. January 2014: VLRPC submitted a 2014 Updated version of the 2012 draft plan for preliminary review and comment. The VLRPC also requested assistance from the Planning Department in facilitation of a community meeting on 2/24/14 where the latest revised version will be presented to the community. Yuen, Bill 194 Rationale: This section should be deleted as an action item since review of grading and grubbing permit applications by the State Historic Preservation Division is already. required and additional review by the recently approved County of Hawaii Cultural Resource Commission will result in excessive delays in granting grading and grubbing permit approvals. This is likely to be viewed as over - regulation by a significant number of people resulting in a decline in voluntary compliance.
