HomeMy WebLinkAbout2014-01-08 Fire Commission Regular Minutes HAWAI‘I COUNTY FIRE COMMISSION MINUTES OF JANUARY 8, 2014 NORTH HAWAI‘I COMMUNITY HOSPITAL 67-1125 MAMALAHOA HIGHWAY, KAMUELA, HAWAI‘I CALL TO ORDER Chair Taniguchi called the meeting to order at 10:30 a.m. ROLL CALL Present: Toby Taniguchi, Chair Byron Moku, Vice Chair David De Luz, Jr., Commissioner Carol Kitaoka, Commissioner Kimo Lee, Commissioner Mapuana Waipa, Commissioner Absent: Laurie Bass, Commissioner Luahiwa Namahoe, Commissioner A quorum was present. Also present: Lincoln S. T. Ashida, Corporation Counsel Darren Rosario, Fire Chief Wayne Krug, Volunteer Fire Chief Josie Pelayo, Secretary Recess was called at 10:33 a.m. The meeting reconvened at 12:07 p.m. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS None. APPROVAL OF AGENDA Commissioner De Luz motioned to approve the agenda. Commissioner Waipa seconded the motion, and it carried unanimously. APPROVAL OF MINUTES OF NOVEMBER 13, 2013 Commissioner Lee motioned to approve the regular session minutes. Commissioner De Luz seconded the motion, and it carried unanimously. Commissioner De Luz motioned to approve the executive session minutes. Commissioner Lee seconded the motion, and it carried unanimously. Hawai‘i County Fire Commission Minutes of January 8, 2014 Page 2 FIRE CHIEF’S REPORT Chief Rosario highlighted items on his written report. BUDGET STATUS FY 2013/2014: The budget is at 50.5% after 6 months. Chief commended the staff for managing the funds. ALTERNATIVE FUNDING AND GRANTS FY 2012 CDBG Grant for Pahoa Tanker: The grant was concluded. FY 2012 Assistance to Fire Fighters Grant Application: Payment is being made, and classes scheduled. FY 2012 Assistance to Fire Fighters Prevention Grant Application: The process continues. Y 2013 CDBG Grant for Waiakea Quint: The process continues Capital Improvement Projects. The Kawailani Fire Station replacement is moving forward with Public Works and DLNR. GOALS AND OBJECTIVES UPDATE: Meetings are scheduled with Ocean Safety on January 28 in Kona at the West Hawai‘i Civic Center and on January 29 in the Aupuni Center. HUMAN RESOURCES DIVISION Recruitments Internal recruitments within the Department: The new Assistant Chief (AC1) was selected. Announcement to be made shortly. Internal recruitments within the County: A new account clerk was hired. They are waiting for the eligibility list for an HR assistant. Open-competitive recruitments: Recruitment for WSOs continues. Interviews scheduled for a mechanic position. Fire Fighter Recruits are being screened; agility test will be scheduled. Labor Relations: Arbitration for a WSO’s two suspensions continues. EMERGENCY OPERATIONS DIVISION Operations: Implementation of a new Collective Bargaining Agreement is set for January 15. Hawai‘i County Fire Commission Minutes of January 8, 2014 Page 3 Special Operations Ocean Safety: Bid awarded for five new lifeguard towers in East Hawai‘i. Still waiting for HGEA’s reply on reimbursing WSOs for sunglasses. SUPPORT SERVICES DIVISION EMS Bureau: Personnel attended a Pediatric Advanced Life Support recertification training at Hilo Medical Center. The two ambulance remounts are near completion and should arrive in the third week of January. nd Training Bureau: The 42 recruit class has been working on driver training. Twenty-two personnel went through a Fire Ground Survival Training Class. Prevention Bureau: Their Firefighter Safety Guide Program of distributing guides to the schools is 35% completed. Maintenance Shop: Roof deterioration and water leakage is a concern. They are working with Councilman Onishi for funding. Volunteer Training: They initiated a shadow program for the volunteer captains. The Four Seasons volunteer station closed as of November 1, 2013. An integrated training program with the Pahoa Fire Company was conducted with the Ainaloa and Paradise Park volunteer companies. A problem with the volunteer program is that they have no funding for the volunteers. Contingency funds from the Council have to be approved and then go through the procurement process. th Volunteer Fire Chief Krug reported that their December 27 meeting was held in Paauilo. Captain De Sa was given a service award. Brush boots was a hot topic. They are starting a standard log book for everyone to maintain. The SOG Committee finished their work and it was turned over to Chief for approval. The Safety Committee reported that they had an excellent year. They had only one incident, a sprained ankle. Their next volunteer captain’s meeting will be on March 15 at 10 o’clock at the Volcano Community Center. NEW PROJECTS/BUSINESS: The California Nevada Hawai‘i (CNH) Wildland Conference will be held in April and hosted by the State Department of Forestry and Wildlife. EMPLOYEE/PUBLIC RELATIONS : No report. COMMITTEE REPORTS/UPDATES Budget and Finance (Committee Chair Taniguchi): No report. Public Relations (Committee Chair Moku): No report. Training and Education (Committee Chair Namahoe): No report. Recess was called at 12:30 p.m. The meeting reconvened at 2:39 p.m. NEW BUSINESS Selection of Chair and Vice Chair of the Fire Commission for 2014: Commissioner De Luz motioned to continue with current leadership and nominated Toby Taniguchi as Chair and Byron Moku as Vice Chair. Commissioner Lee seconded the motion. The motion carried unanimously. EXECUTIVE SESSION Annual performance evaluation of Fire Chief Darren Rosario including a review of the status of his 2013 goals and objectives, his self-evaluation, and his 2014 goals and objectives. (This matter was taken up in the reconvened meeting of December 23, 2012.) ANNOUNCEMENTS Chair Taniguchi announced that the next monthly meeting is scheduled for Wednesday, February 12, 2014, at 10:00 a.m. in the Aupuni Center Conference Room, 101 Pauahi St., Hilo, Hawai‘i.
