Salary Commission County Council Room Hawai`i County Building 25 Aupuni Street, First Floor, Room 1401 Hilo, Hawai`i October 30, 2013 CALL TO ORDER The regular meeting of the Salary Commission, County of Hawai`i, was called (Item 1): to order at 10:09 a.m. by Chairperson Karolyn P. Lundkvist on Wednesday, October 30, 2013, at the County Council Room, Hawaii County Building, 25 Aupuni Street, First Floor, Room 1401, Hilo, Hawai`i. ROLL CALL Present: Ms. Karolyn P. Lundkvist, Chair Ms. Pudding Lassiter, Vice-Chair Mr. George J. Handgis, Member(came in later) (via videoconference-Kona) Mr. Mel Morimoto, Member Ms. Marcella Stroh, Member Mr. Michael B. Sumja, Member Absent: Mr. Brian J. PUBLIC (Item 2): (There were none.) APPROVAL OF The Chair directed the Commission to proceed to the next order of business, MINUTES Approval of Minutes of August 28, 2013. (Item 3): Motion to Approve: Mr. Sumja moved that the minutes of August 28, 2013, be approved. The motion was seconded by Ms. Stroh. Salary Commission October 30, 2013 The roll call vote to approve the Minutes of August 28, 2013, was as follows: AYES: Commission Members Lassiter, Morimoto, Stroh, Sumja, and Chair Lundkvist—5. NOES: None. ABSENT: Commission Members De Lima and Handgis - 2. EXCUSED: None. UNFINISHED The Chair directed the Commission to proceed to the next order of business, BUSINESS Unfinished Business. (Item 4): REVIEW OF EXISTING PAY PLAN TO INCLUDE RESTRUCTURING OF CURRENT SALARIES OF EXECUTIVES AND ELECTED OFFICIALS AND ADJUSTING SALARIES ACCORDINGLY; AND DISCUSSION, DELIBERATION, AND DECISION-MAKING REGARDING THE SUBCOMMITTEE'S (PERMITTED INTERACTION GROUP'S) REPORT AND RECOMMENDATIONS Chair Lundkvist referenced a revised"Recommended Salaries for County of Hawai`i Executives," in particular,the "asterisks" in the "Highest Subordinate Salary" column(SEE ATT. A), and asked Ms. Nitahara to explain the revisions. (At this time, Ms. Joney Nitahara, Human Resources Manager II, Department of Human Resources, came forward.) Ms. Nitahara stated that the "asterisks" shows that the subordinate pay was adjusted for the Chief of Police and Corporation Counsel. The Chief of Police subordinate received a pay adjustment to $125,784 effective on July 1st. The Corporation Counsel subordinate received a pay adjustment to $102,216 effective on October 1st. There were no other subordinate pay adjustments for the remaining executives. Mr. Sumja inquired whether the pay adjustments were done due to union negotiations. Ms. Nitahara replied that the police was through union negotiations and that the Corporation Counsel is authorized to give pay increases to his subordinates, which he did. Page 2 Salary Commission October 30, 2013 At this time, Mr. Sumja asked Ms. Nitahara whether this was going to be her last meeting with the Commission because she's planning to retire. Ms. Nitahara replied that this wasn't her last meeting and that she was planning to retire towards the end of this year. Mr. Sumja thanked Ms. Nitahara for all of her good work and appreciated her efforts that she put into this because it really helped them come to the decisions that they've made. Ms. Stebbins informed the Commissioners that for the purpose of moving into discussion on the changes,that a motion needs to be made to approve/accept the recommendations of the Subcommittee and any changes. Motion to Accept: Mr. Morimoto moved to accept the recommendations of the Subcommittee. The motion was seconded by Ms. Stroh. During this time, there was discussion among the Commissioners regarding whether the salaries should be increased by three or five percent above the highest paid subordinate and agreed on three percent. Ms. Toriano stated that when the Permitted Interaction Group met,the recommended salaries for the Chief of Police and Fire Chief and their deputies were to be equal. If they're talking about a percentage increase over and above a subordinate salary that the percentage may vary because the highest paid subordinate is different for police and fire. The Commission Members agreed that the Chief of Police and Fire Chief salaries should be the same. Based on the highest subordinate salary and internal equity, their salaries would be increased by four percent. Ms. Stroh mentioned that the average increase in this economy was three to four percent and that their salaries would be in the middle compared to the other counties (SEE ATT. B). The Commission recommended the following salaries for the County of Hawai`i Executives: First Deputy Prosecuting Attorney: $107,904 Fire Chief: 130,818 Deputy Fire Chief: $126,894 Chief of Police: $130,818 Deputy Chief of Police: $126,894 Corporation Counsel: $110,244 Assistant Corporation Counsel: $104,502 Director of Environmental Management: $110,244 Deputy Director of Environmental Management: $104,502 Page 3 Salary Commission October 30,2013 Finance Director: $110,244 Deputy Director of Finance: $104,502 Director of Public Works: $110,244 Deputy Director of Public Works: $104,502 Ms. Nitahara stated that the total cost difference for the 13 positions would be $162,048 (SEE ATT. C). Ms. Stebbins informed the Commission that,procedurally, Mr. Morimoto made the original motion, and asked that he either amend his original motion to accept the recommended salaries as revised, or to withdraw his motion. Motion Withdrawn: Mr. Morimoto withdrew his motion. Motion to Approve: Ms. Stroh moved to accept the recommendations, as amended. The motion was seconded by Ms. Lassiter. The roll call vote, was as follows: AYES: Commission Members Handgis, Lassiter, Morimoto, Stroh, Sumja, and Chair Lundkvist—6. NOES: None. ABSENT: Commission Member De Lima- 1. EXCUSED: None. Ms. Toriano inquired whether the Commission determined an effective date for the salary increases to begin. Ms. Stebbins replied that,previously, the Commission's recommendation was that it be effective on October 1st in which case it would apply retroactively, or the Commission could set a new effective date. Ms. Stroh asked Ms. Toriano for her recommendation concerning the effective date. Ms. Toriano stated that if adopted today,November 1st could be the effective date of the salary increases. Page 4 Salary Commission October 30,2013 Motion to Approve: Ms. Stroh moved to set the effective date as November 1st for the salary increases to take effect. The motion was seconded by Mr. Sumja. The roll call vote, was as follows: AYES: Commission Members Handgis, Lassiter, Morimoto, Stroh, Sumja, and Chair Lundkvist—6. NOES: None. ABSENT: Commission Member De Lima- 1. EXCUSED: None. Following some discussion on scheduling the next Salary Commission meeting, Mr. Morimoto inquired what topics would be considered at the upcoming meeting. Ms. Toriano informed the Commission that Bargaining Unit13 had just voted on their contract and the jurisdictions are having their council's meet to determine whether they will be funding the salary increases. There are other departments that possibly need to be evaluated given the change in the highest paid subordinate salaries. Chair Lundkvist stated that she served on the Commission since 2009 and it seemed as though the meetings just started this year. She felt that it's prudent for everyone to discuss the purpose of the Salary Commission and what the Commission hopes to achieve in the coming new year. Also,they could elect their new officers for 2014. Ms. Lassiter thought that Ms. Toriano's idea was a good one and that it would be a good time for the Commission to look over the salaries, and asked Ms. Nitahara to provide the Commission with the rate sheets. Mr. Sumja agreed. Chair Lundkvist said that she will be leaving the Salary Commission at the end of the year, and will need another replacement. If anyone knows of someone who may be interested in serving on the Commission,that they be sure that they're residing in the correct district because the districts have changed.
