(planning department), Keith Wallis, Lucy Pasco, Carlynn Ann Pasco, Marlene Ching, Harry Ching, Jack Hoyt, Larry Brown, Luke Mead, Beth Robinson, Jojo Tanimoto, Deborah Chang, Diane Kanealu, Jean Lai, Mana Kanealu, Charlie Anderson, Aric Arakaki. Patricia Tummons, Ty Knudson, Joe Carvalho, Duane Kanuha, William Brilhante, (Attorney from planning department), Ted Matsuda. Akoakoa Point (Bird Cave) Aldridge will give a walk thru on the project. Joe will arrange with Aldridge. Hapu'u – Kapanaia Pacific Plains, LLC is having the trustee do a site visit in December. We drafted and will send a letter to Alan Haun (the archeologist), and the State Historical Preservation Division supporting the preservation plan for Kapalama Heiau. Halelua The landowners decided not to pursue the ocean front lands for conservation easements. We should get a copy of the letter from the Planning Department concerning the lateral trail. Kauhola Lighthouse The Trust for Public Lands will meet sometime soon with the community to discuss the management plan. Pahoa Beach NSTR (Nothing Significant to Report) Upolu Airport - East end of the runway We did a walk thru with Dave Richardson (representative of EWM Enterprises LP), on Wednesday, October 9th. The parking lot is about 50’ x 50’ and the mauka-makai easement weren’t marked or cleared. The agreement between the landowner and the county doesn’t include markers · The county and EWM have agreed to put up signage with a map showing the trail. The county will be responsible for signage on the main road. · Old road running East – West above Upolu Airport was used for generations. The county doesn’t have a map showing it as a government road. We should research if there is any legal document showing this as a roadway. · Next Steps The county should consider a safe location for the lateral trail. County planning department stated that in an earlier walk thru years ago, the county and the landowners · agreed that the lateral trail should be on the vegetation line. The landowners had the access trials marked. ????(I didn’t see any marks) ¨ The county should reconcile the Land Court and the Plat maps so they show the same boundary markers and the trails markers According to the access agreement, the landowner doesn’t have to construct the trails. The county doesn’t have the monies to construct the trails. · The grant of easement document has been signed by the Mayor and is ready to go to the county council · for approval. We need to have a better communication between the community, landowners, county, state, and federal governments. Other questions asked. Is there a state law requiring mauka-makai access? · The requirement of no improvements, the shoreline setback, is 40’ from the high water mark · Upolu Airport Area Restoration NSTR Coast Guard Road NSTR Puakea Bay Ranch NSTR Ranch at Puakea NSTR Latitude 20 (Land south of Pao'o) NSTR Kaiholena and Pao’o NSTR Kohala Kai . The grant of easement (GOE) document has been postponed from the County Council finance committee. The GOE document will be taken up at their next meeting on November 19, 2013 Any one may sign up to testify at the new videoconferencing at the old Bank of Hawaii building.. · The landowner said in a letter to Planning that he doesn’t want to change anything in their GOE document. Members of the community want to keep the Ala Loa for historic significance. Community members cited the North Kohala Community Development Plan as stating that public access · trails be along the Ala Loa or traditional fishing trails where possible. The landowner was given the opportunity to amend the GOE document. · They state that the Ala Loa doesn’t exist on paper and they have the document from the state giving it ¨ up years ago. Charlie will get us the documents. Several community members commented that the Ala Loa still exists on the ground · A few miles north the Ala Loa, the existing jeep road, is listed as a historical trail on another ¨ landowner’s access plan. The GOE is a condition of subdivision approval, which is pending for 11 lots. Grant of easement documents NSTR Old government roads and rail roads NSTR New Items Larry Brown sent another Public Access Plan, this for Pono von Holt’s land in Kiipkalani ahupua’a. Will be on the agenda next month. Next Meeting Wednesday December 4, 2013, 4:30pm in the Old courthouse.
