HomeMy WebLinkAbout12-04-2013 Public Access Subcommittee Meeting Notes North Kohala Community Access Group Meeting Notes December 4, 2013 (Old Courthouse 4:30pm) Participants: Toni Withington, Keith Wallis, Beth Robinson, Ralph Galan, Fred Cachola, Lucy Pasco, Marlene Ching, Charlie Anderson, Carlynn Ann Pasco, Aric Arakaki, Jack Hoyt, Margot McFedries, Rob Milbank, Chuck Hendricks, Joe Carvalho, Ted Matsuda. Akoakoa Point (Bird Cave) Joe will arrange with Aldridge a walk thru sometime after the holidays. There was a USGS survey marking located in a concrete block. Hapu'u – Kapanaia Pacific Plains, LLC has about 90 acres of the total 167 that was nominated and listed #3 on the PONC list. The property has a public access plan, a Grant of Easement with the county and a current archaeological study. The Preservation Plan for the sites is waiting for final review from SHPD. The trustee for Pacific Plains, Rob Milbank, and his attorney Chuck Hendricks are visiting from Texas. They met with local groups and land trusts looking at funding options for a public purchase. Halelua Now that the landowners have declined the conservation easements arranged with the federal Department of Agriculture, we should consider re- nominating the oceanfront lot for public purchase. The 50-acre coastal parcel is on the county’s 2012 list ranked #3. We should revisit the proposed lateral trail, which the County recently sent. It is confusing. Ohau Heiau is on the gulch's edge. We should mark the Heiau on the ground before any future transactions. Toni & Fred will contact the State Historic Preservation to peruse this marking. · Kauhola Lighthouse There will be a clean-up of the area on December 15th. Upolu Airport - East end of the runway We sent a letter of recommendation on the access plan to the action committee. The public access plan has been in the works for about 3 years. The county proposed plan has the parking lot in the conservation district, closer to the ocean than the original plan. Kiiokalani Ahupua'a (Black Point) Building and construction is above the Ala Loa. The lateral trail is to be located on the jeep road/ala loa. One end will have a “man gate.” We should get a definition of the “man gate” and how it works from Larry Brown of the planning · department. Joe will arrange a walk thru with Larry Brown of the planning department. Joe will schedule a walkthrough of the property with the Planning Department Kohala Kai . The grant of easement (GOE) document is still in the County Council finance committee. The Ala Loa is still a concern with this plan. Some amendments were made including changing the 10' easement to 20'. Council person Margaret Wille is supposed to get community input and report back to the finance committee by December 17th. Access Group Interfacing with the Action Committee and the County If 2 people from the action committee are in a meeting, they are considered a subcommittee and the other people in the room are a standing committee. The standing committee must be sworn in and comply with the sunshine law. We should ask the county corporation counsel to clarify the sunshine law. The question is: if people are considered sworn in and under the sunshine law, are they privileged to documents that other people aren't? New Items We should get landowners and county documents on any plans and permits. Next Meeting Wednesday January 8, 2014, 4:30pm in the Old courthouse.
