COMMITTEE ON THE STATUS OF WOMEN

CALL TO ORDER
The meeting was called to order by Chairperson Carol Kitaoka at 10:12 a.m.

APPROVAL OF AGENDA
The agenda was approved as submitted.
APPROVAL OF MINUTES
Minutes from the January 10, 2014 meeting were approved as submitted.
TREASURER’S REPORT
Treasurer’s Report by Accounting Codes, Treasurer’s Report by Function and Budget Fiscal Year 2014-
2015 were distributed. Treasurer’s Report approved as submitted.
$5,000.00 for Teen Dating Violence Prevention Project from Council Member Dru Kanuha was added –
total received $10,000.00. $1,500.00 is expected from Council Member Dennis Fresh Onishi. Still
waiting to hear from Council Members Greggor Ilagan and Valerie Poindexter. Per Lee Lord funds can
be used only for Teen Dating Violence Prevention Project. Breakdown by each council member funds is
necessary as Prosecutor’s Office must report back to Council on how funds were spent. Carol reminded
that expenses must be approved prior to spending.
As Mitch has asked that CSW complete a contract with Jill Murray, Carol will contact Fiscal Office to do
a contract with her. Dr. Murray came to Hawaii before so there should be a previous contract to follow.
Hawaii State Commission on the Status of Women will contribute $3,000.00 for Teen Dating Violence
Prevention Project. Per Elena, work with Executive Director Cathy Betts to access funds.
Mele pointed out that the 5% cut is reflected in FY2014-2015 budget. Further discussion is needed as
the cut will make it difficult to get work done.

REPORTS
A.LIAISON - Carol reported for Elena.
1.Hawaii State Commission on the State of Women
a.CSW will work with Cathy Betts to tap into the $3000.00 for Jill Murray.
b.HSCSW is working on a bid to submit for the 2015 National Commission the Status of
Women Conference.
c.HSCSW will partner with Ready To Run and Teach a Girl To Lead Program for the 2014
Year of the Girl.
d.HSCSW did not meet in December and will meet in March.
2.Legislative Update
Women’s Legislative Caucus is tracking legislative issues. CSW would like to know what key
bills need testimony so that members may submit testimony. Kim will check with State
Commission on the Status of Women.
3.Other
Neighborhood Place of Puna contacted Elena and requested 1800 re-usable bags for its
school supply distribution. Motion made to decline the request/Seconded/Motion passed.
Carol will notify Elena.
B.HEALTH
Women’s Health Month – No report.
C.EDUCATION
1.Equal Pay
April is Equal Pay month. Radio spots were done in the past. Motion made to spend not more
than $500.00 to purchase PayDay candy bars/Seconded/Motion passed. Candy bars will be
priced at Costco, Wal-Mart and K-Mart. Brooke will design the message and Farrah will provide
and print the stickers for each candy bar. Distribution list along with final decisions will be made
at the next meeting; distribution on April 11. It was agreed to have Hazel speak on Sherry
Bracken’s radio program. Kim to do a press release; Carol to contact Ted Dixon (Hawaii Tribune
Herald); Margaret to contact Karen Stanton (Hawaii 24/7); Kim to contact Tracey Fosso (West
Hawaii Today); Elena to contact Star Advertiser via State CSW; Brooke to contact Civil Beat and
Huffington Post. Other suggestions were radio spots and ads in the newspapers.
University of Hawaii Commission on the Status of Women will be having a series of Brown Bag
sessions broadcasted via HITS. UHH will host April’s “Advocate for Yourself in the Workplace”.
Equal pay will be incorporated.
2.Urgent Services Directory for Families
Printing of 10,000 copies completed by Office Max. Total cost was $1069.78 so we did not use
$380 of CSW funds. Members will take copies for distribution. Prosecutor’s Office will store
boxes – 3 in Hilo and 3 in Kona.

3.Voter Registration
Kim arranged for CSW to participate in the Kona Stroll on Sunday, June 8 and September 21,
12:30 (set up) to 6:00 (breakdown). Kim and Katie volunteered to man the table. Cyd and Mele
to look into similar opportunities in East Hawaii.
Brooke reported that Kohala High School may be interested in having a voter registration event.
She will contact the school.
4.Teen Dating Violence – Jill Murray
Dates have not been picked due to conflict with Hawaii Supreme Court’s Court in the
Community event. Carol has been in touch with Jill Murray to figure five days that would work
best. Tentative schedule:
Sunday – Jill Murray flies into Kona
Monday – Konawaena High and Intermediate (Carol to arrange)
Tuesday – Ka’u High and Intermediate (Mele)
Wednesday – Keaau High (Cyd) and UHH (Farrah-Marie) and meeting with Council (TBD)
Thursday – Honokaa High School (Farrah-Marie) and UHH West Hawaii (Farrah-Marie)
Friday – Kealekehe High and Intermediate (Hazel)
Leave Kona evening.
Members with school contacts will assist Carol in setting up Jill’s visits.
5.Real Women Creative Writing Contest
Deadline for bids from hotels is today. Carol and Roxanne will follow-up with the lowest bidder.
More than 90 students submitted essays:

Winners of the essay contest will receive gift cards from Wal-Mart or Target

Teachers will receive $25 gift card from Office Max.
Mele will follow up with Big Island Candies for 23 boxes of candies. Carol and Roxanne will work
on the invitation list and invitations. List to include those that CSW will pay their lunches – 11
judges, CSW members, Real Women and winners and one parent and teachers. Others to invite
– Mayor, council members, Governor Abercrombie, Colleen Hanabusa, Maize Hirono, Tulsi
Gabbard and Brian Schatz. Last year 80 people attended. Collection of monies will be done at
the luncheon.
D.Community Reports
Networking – No report.
UNFINISHED BUSINESS
A.Project Ideas
Banner project was placed on hold – there should be at least two, if not more, banners. There
are at least two banners from Elena along with another (white banner with Hawaii County seal).
Roxanne to look again.

B.Urgent Services Directory for Families Update
Discussed earlier.
C.Civics education citizenship project
Awards ceremony held on January 22 at the State Capitol. Posters are currently displayed at
the State Capitol. Carol is working to bring exhibit to Hilo and Kona. Jay Yoshimoto will do a
proclamation for the 2 winners from Hilo.
D.Conference
There will be a stakeholders meeting on April 2 for a needs assessment. This is to help
prepare for the March 2015 Conference. Stakeholders will include individuals from
government, business, education and non-profit.
E.Courts in the Community
Carol reported that Hawaii State Bar Association will have lawyers visit high schools. Carol
will contact Konawaena High School; Brooke will contact Kealekehe High School; Farrah
will contact Honokaa High School.
NEW BUSINESS
A.CSW Support
Margaret will have a discussion with Mitch Roth regarding the lack of support from
Prosecutor’s Office or will ask Mayor Kenoi to reassign CSW to another department. Mitch
was invited to today’s meeting but had a conflict in schedule; he will be invited to the March
meeting.
Agreement made to schedule video conferencing meetings earlier on Fridays. Meetings
moved to 9:00 a.m. on the second Friday of each month.
B.CSW Brochure
Katie and Hazel will work on the content and Mele and Elena will work on the layout.
Hawaii County seal and Hawaii County CSW logo will be incorporated. Photos were
previously sent to Lee Watanabe, photos to be re-sent to Mele. Draft will be ready for the
next meeting.
ANNOUNCEMENTS (relating to CSW)
Next meeting is scheduled for Friday, March 14, 2014 at 9:00 a.m. Roxanne will look into video
conferencing with Puna Conference Room (Hilo County Building) and Mayor’s Office Conference
Room in West Hawaii Civic Center or County Council Rooms.
