COMMITTEE ON THE STATUS OF WOMEN MINUTES
Friday, Thursday, September 13, 2013

I. CALL TO ORDER
The meeting was called to order by Chairperson Carol Kitaoka at 10:20 a.m.

A quorum was present.
III. APPROVAL OF AGENDA
The agenda was approved as submitted.
IV. APPROVAL OF MINUTES
The minutes of the Committee on the Status of Women held on September 13, 2013 are
amended to note that on Page 2, Urgent Services Directory, that Mele Spencer received
all of the updates. With modification, the minutes were unanimously approved.
V. TREASURER’S REPORT
Expenditure reports were presented at the meeting; however, Mele Spencer was not
present to give a report.
Discussion: Mele’s report is in a different format which needs clarification from her; the
last column should reflect the balance.
VI. STATEMENTS FROM THE PUBLIC
Guest Karen Rose was introduced. She works at the Prosecutor’s Office as a Victim
Witness Counselor and is very passionate about women’s issues. She turned in an
application to be considered to be on the committee when a position becomes available.
VII. CORRESPONDENCE

Invitation to the 25 Annual Domestic Violence Family Peace Walk and Vigil “Lost,
Live, Love” on Friday, October 25, 2013. This event is in Hilo which the committee will
be participating in. The invitation and application was given to Cyd Hoffeld to complete
and submit.
VIII. REPORTS
A.LIAISON
1. Hawai`i State Commission on the Status of Women (HSCSW)
Elena was not present to give report.
2.Legislative Update
Elena was not present to give report.
B.HEALTH
1. Ladies Night Out (September 27, 2013) – Elena was not present to give report.
Mele Spencer and Cyd Hoffeld will assist at the event.
C.EDUCATION
1.Equal Pay
It’s scheduled for April 2014
2.Urgent Services Directory
Self Help Center, Hilo and Kona (opening on September 23) should be added to
the Directory.
Farrah-Marie Gomes will cover up to $1,500 and if there’s anything over that, the
overage would be covered by the committee or the State Commission.
Roxanne Aburamen has the supply of directories and has been distributing the
directories. Lee is to check with Roxanne on who she distributed the directories
to and present the information to the committee at the next meeting.
It’s suggested that we print 2,000 copies for the next printing.
3.Voter Registration
Report given by Carol Kitaoka:
Carol Kitaoka is working on this project. This project is moving forward. It’s a
statewide project which has not been formally announced yet. Voter information
will be in all of the schools, K-12. Registration will be targeting students 16 years
of age and up.
The components of authorizing the schools to be voter registration sites are being
worked on by the Office of Elections and AG’s Office.
DOE will be implementing lesson plans into the schools; want to get the
information out to the community; Carol is to find money for this community
project.
The plan is to train a teacher trainer to be sent to each island to train the teachers.
This will be more cost effective to have one trained teacher to go to the neighbor
islands to teach the teachers.
Student activities coordinator at the schools will be involved in coordinating this
project.
Funding is needed to send the trainer to each of the islands. They also want to do
a kick off at each of the neighbor islands. She’s hoping that the HSBA and the
neighbor Bar Associations will assist in the funding. The budget will be put
together by the end of the month.
4.Teen Dating Violence
Cyd brought some informational packets on teen dating violence which the
committee may consider ordering and distributing to the teen.
Nancy mentioned that each council member has contingency funds so committee
members can ask council members to provide funds to bring Jill Murray to
Hawai‘i. The cost to bring Jill Murray to Hawaii will cost approximately
$25,000.
Margaret suggested that members write a letter or call first, explain what the
program is about and what has happened in the past.
CSW committee members will be contacting the council members to request for
funding.
Katie suggested that if we do get Jill Murray, we could have her do presentations
in districts of the council members who have donated their funds.
Hazel mentioned that there have been requests for presentations on Teen Dating
Violence to the schools. She offered to do presentation if we can’t get Jill
Murray.
5.Networking
Brooke is waiting for information if we could do a Facebook page.
Kim stated that our main focus is reaching out to teens; how do we do that?
Margaret talked to Mitch Roth and she explained to him that she went to a
seminar on social media, terms of use and specifically asked the question when
it’s municipality, a county government if it is problematic and the answer is yes.
Suggestion: do it on your own personal Facebook page.
Farrah Marie is not available to report on her contact with the Girl Scouts.
Karen Rose is a Girl Scouts leader and suggested a teenager start a page to reach
out to the teen audience. We could work with the Girl Scouts where we could
feed them the information and they’ll post it on their page.
IX.UNFINISHED BUSINESS
A. Project Ideas
1.. Network/Facebook project with the Girl Scouts
Farrah-Marie not available to report.
2. Parker Ranch and the Youth Rodeo Program
Hazel reported:
Discussion is needed on what would the project be? Would the project be
a small scholarship to assist in defraying the cost of a cowgirl’s
participation in the rodeo; will we be sponsoring an award for the top
young woman in the rodeo competition, etc.? There’s a lot of young
women competing in this rodeo and it’s not traditionally a woman’s sport.
Katie suggested providing funds for the program; have our name in the
program, put an ad in the program, promote teen dating violence. etc.
Hazel suggested putting an ad that says that CSW supports young women
and rodeo and another ad that says CSW supports rodeo and the fight
against teen dating violence.
Rodeo starts up in January thru May first Saturday of every month; starts
at around 8:30 a.m.
Carol suggested that if we decide on a project, we should consider island
wide projects and pick projects around the island.
Nancy stated we need to know what our budget is. At the next meeting,
Mele should report how much money is available so we can decide which
projects we will be focusing on.
3. Essay Contest
Discussion: We should do the essay contest project. We need to advertise it
better. It was suggested that after the packets are mailed, CSW members
contact a school to be sure they received the packet; approach the teachers if
they received it. Packets can also be given to groups such as: Girls Scouts,
Church Groups, 4H Group, etc.
Katie moved that we approve doing the essay contest with Carol as the chair
and a budget of not more than $3,000.
Kim seconded; motion passed.
Margaret commented on the essay booklet that it was fabulous. She went to
Washington, D.C., had an extra copy and gave a copy to Senator Hirono, she
loved it and was very impressed with it. She sent a congratulatory letter to
each person listed in the booklet and sent it to the schools. For the next year,
she suggested sending copies to the congressional delegations, state senators,
council members. Date of the essay contest awards luncheon will be some
time in March.
4.School Robotics Program and Technology
Hazel reported that there are competitions with the robotics team. We could
have a small table with information on teen dating violence. The objective is
to get our name out there letting people know who we are and what we do.
We could sponsor a small amount to the team to assist with their financial
expenses.
Nancy commented: what is our goal – are we trying to promote the
committee?
Hazel stated that our goal is to promote the committee and that we’re
supporting these projects (robotics, rodeo, soccer, Girls Scouts, etc.), we back
gender natural opportunities, groups with no gender divide.
We need committee visibility, name recognition. We could put our name on
brochures at the different events.
Katie suggested we contact the different organizations to find out how much it
cost to put an ad in their program. Brooke will check with AYSO, Hazel will
contact Kealakehe High School regarding the robotics and the Rodeo
Association.
B. Duties of the Officers and Staff
Lee will send the document of duties to the committee members as well as the
updated membership list.
Discussion on the duties will be done at the next meeting.
X.NEW BUSINESS
Domestic Violence Family Peace Walk and Vigil
Hilo - October 25, 2013 at Aupuni Center
Kona – October 19, 2013, 10:00 a.m. to 1:00 p.m. at the International
Marketplace
As a committee, we could march with signs, banners, and sign wave.
It was suggested that we pass out the purple recyclable bag to the marchers.
Lee will send a supply of bags to Carol.
XI.ANNOUNCEMENTS
The December meeting will be on December 6, 2013. Margaret will check if the
Planning Conference Room at the West Hawai‘i Civic Center is available.
XII.ADJOURNMENT
The meeting was adjourned at 12:17 p.m. The next meeting will be held on Friday,
October 18, 2013 at the Hilo and Kona Prosecutor’s Office via video conference.
