A lei of appreciation was presented to Nancy Kelly for her many years of service on the Hawai‘i County CSW. APPROVAL OF AGENDA The agenda was approved as submitted. APPROVAL OF MINUTES Minutes from the October 18, 2013 meeting were approved as submitted. Minutes from the November 8, 2013 meeting were approved as edited. TREASURER’S REPORT Expenditure report was distributed. There will not be enough in the meal line item. Mele S. will adjust at a later date. The treasurer’s report was approved as submitted. STATEMENTS FROM THE PUBLIC None Hawai‘i County is an Equal Opportunity Provider and Employer CORRESPONDENCE None REPORTS A. LIAISON 1. Hawaii State CSW The Hawaii State Commission on the Status of Women meets tomorrow. The Hawaii County CSW request for financial assistance to bring Dr. Jill Murray back to the island is on the agenda. Elena will be asking for $5,000 from the HSCSW. 2014 will be celebrated as the Year of the Girl in recognition of adolescent girls and young women. The HSCSW will be working with non-profit organizations to come up with a year-long calendar of events, with hopes of also having blogging and social media presence. 2. Legislative Update The HSCSW is starting to prepare for the upcoming legislative session by drafting bills and talking with legislators. HSCSW Executive Director, Cathy Betts, distributed copies of the 2014 Women’s Coalition legislative package. Two focal bills include Temporary Caregivers Insurance and Raise in the Minimum Wage. The HSCSW is also working toward ensuring that the Emergency Contraception Law passed last session is complied with and people know about it. Additionally, the HSCSW is working toward ensuring that the Domestic Workers Bill of Rights, which is covered by minimum wage and anti-discriminatory laws, is complied with. Kim S. inquired on how Hawaii County CSW members can be informed about when hearings are scheduled so that testimony can be provided on time. After discussion, Cathy agreed to add Hawaii County CSW members to the HSCSW email list. At that point, members can provide testimony as individuals. The process for submitting testimony on behalf of the Hawaii County CSW will be discussed in detail at a future meeting. B. HEALTH 1. Women’s Health Month No report C. EDUCATION 1. Equal Pay No report 2 2. Urgent Services Directory Farrah-Marie G. provided the quotes obtained from OfficeMax, Hawaii Printing Corporation, and UH Hilo Graphics. OfficeMax is the cheapest with a quote of $1,499 for 9,600 copies. For an even 10,000 copies, the price would be approximately $1,850. The University of Hawaii at Hilo, College of Continuing Education and Community Service will cover the first $1,500 of this expense. Katie N. made a motion to expend up to $380 to cover the remaining expense for a full order of 10,000 Urgent Services Directories copies. Brooke D. seconded the motion. The motion was passed unanimously. 3. Voter Registration Carol K. reported that the poster contest for the “American Democracy and the Rule of Law: Why Every Vote Matters” calendars is done. The winners have all been selected. Two winners are from Hawaii Island. All winners will be flown to Oahu for a ceremony with the exact date to be determined. Funding for this project was provided by the Hawaii State Bar Association Civics Education committee. The committee is also working with the UH Law School to develop lesson plans for K-12 curriculum that can be used by teachers statewide. The committee plans to have the lesson plans ready for the high schools to start implementing in April or May 2014 and is planning on having attorneys visit schools around the state to support the curriculum delivery. When it is time to visit the schools, the Hawaii State Bar Association Civics Education committee may come to the CSW for assistance with logistics and labor support. 4. CSW Brochure No report 5. Teen Dating Violence Prevention – Jill Murray Update on donations: Karen Eoff – Carol K. went before the Hawaii County Council on December 4 to provide additional information and answer questions about Karen Eoff’s discretionary funds designation of $5,000 to support bringing Dr. Jill Murray to Hawaii Island for school and community talks on teen dating violence prevention. The request was approved by the Council. All other verbal commitments have yet to be sent before the Council: Valerie Poindexter - $2,500 Zendo Kern – $3,500 Brenda Ford - $10,000 Dru Kanuha - $5,000 3 In her request to the HSCSW, Elena will be asking for $5,000 to support airfare and media/advertising of Dr. Jill Murray’s visit to the island. Discussion started about how the funds would be used and how much more, if any, was needed. Decision was made to form a committee to work out these details. Formation of the committee will be on the next meeting agenda. 6. Real Women Creative Writing Contest Carol K. reported that the deadline for submitting essays is December 20. A count of how many essays were received was not available at the meeting. Carol K. will check with Lee and provide and update at next month’s meeting. D. Community Reports 1. Networking Farrah-Marie G. met with Marci Goldman-Manker from the Girls Scouts on November 21. Hawaii Island Girl Scouts offers the Girl Scout Leadership Development Program exclusively through volunteer troop leaders. The group does not have a Facebook page and is very grassroots in nature. Girl Scouts provide a Gold Award, similar to the Eagle Scout award in Boy Scouts. Farrah suggested that maybe there is a way that the CSW and Girl Scouts can work together to inform the community about this honor. Farrah-Marie G. provided Hazel B. with the contact information for the Hawaii High School Rodeo Association (HHSRA) local representative this morning. Hazel will follow-up on making contact. There was discussion about whether anyone is working on the banner that was previously approved. Kim S. volunteered to look into the pricing and other details for a 2’ X 6’ vinyl banner. UNFINISHED BUSINESS A. Project Ideas No report OLD BUSINESS A. Leadership Conference Hazel B. made a motion to form a committee to participate in the planning of an island-wide leadership conference being coordinated by the UHH- CCECS. Nancy K. seconded the motion. The motion was passed unanimously. Carol K. made a motion to have Farrah-Marie G., Brooke D., Mele S., and Hazel B. serve on the leadership planning committee. Kim S. seconded the motion. The motion was passed unanimously. 4 B. Final Report Status All County offices experienced a 5% budget reduction this fiscal year. The Office of the Prosecuting Attorney chose to apply the 5% reduction to all of the units and committees in the department. This resulted in the CSW’s current budget of $8,500. After a brief discussion, a decision was made to invite Prosecuting Attorney Mitch Roth to an upcoming CSW meeting to hear his thoughts about the CSW’s role and how the CSW might be able to achieve those expectations given the budget limitations.
