Shelly Mahi was introduced. She has training in cultural resource management, marine science with interest in national institute of health helping with medicinal plants in the islands, protection of cultural science. Her issue for the committee is included in the Statements from the Public. APPROVAL OF MINUTES Corrections: Page 3, Paragrah 3 - Nancy & Elena volunteered to work on the brochure. Page 6, #2 Voter Registration – it should be Kim has no report Page 6, D, 2 Discussion: It should be to get Jill Murray here would be…… Page 7, Paragraph 5, should be tried to post this up on Facebook Page 7, Paragraph 9, remove “more” after networking Reminder: minutes be mailed/e-mailed at least a week before the meeting so it can be reviewed by the members before the meeting Katie Nova – the minutes will be filed as corrected. TREASURER’S REPORT Nancy Kelly provided the following report. The balance is $5,285.83 which doesn’t reflect the radio spots. Pending our approval today is the shopping bags. Nancy checked on the shopping bags request and we should be able to get that done. With $1,000 for bags, $200 for Ladies Night Out, that brings us down to $2,585. 1 She also checked on paying the airfare for committee members to attend the UH CSW Conference in September. Payment by department p-card would allocate the expenses to next fiscal year’s budget. Farrah-Marie Gomes inquired about the possibility of members paying their own airfare and requesting reimbursement. This item was tabled for New Business, University of Hawaii Committee on the Status of Women Conference. Carol Kitaoka suggested we double the amount of bags to $2,400. Nancy suggested we increase the order for bags and the committee could approve the increase today. This item was also tabled for New Business, Promotional Items. Katie Nova – accepted the treasurer’s report as presented. STATEMENTS FROM THE PUBLIC Shelly Mahi came to the meeting with issues relating to the status of women, treatment of women and women’s health. She expressed concern about the HPD’s neck strike of women. Through her research, she found out that only the Big Island Police Dept, does this and it only applies to juveniles and females. She’s asking for statewide standards; asking that the county follow the law. She left literature with the committee hoping that we could assist her on Native Hawaiian women issues. The committee members will review the materials and decide if this is something within the scope of the committee to pursue. Since Elena Cabatu needed to leave by 11:00 a.m., committee went out of agenda order. REPORTS A. Liaison – reported by Elena Cabatu The Commission met in May and will meet again on June 20. There were two members that exited from the end of their term from the last administration so there will be two more joining in the near future. They will be expending the remainder of their funds to go to the National Conference on the Commission of Women in San Jose from July 24-27, 2013. She will bring back information from the Conference. She will e-mail the link to the conference which lists the workshops and if you have specific questions you want Elena to bring back, please let her know. There’s a section in which we can look at other successes that other Commissions have experienced and will bring back that information. The State Commission voted to do a two week statewide run of the radio ads. They asked that a couple of the ads be slightly tweaked to have a better balance between abstinence and safe sex education because some of the ads were only abstinence focused. The ads started running June 10 and end on June 23; two weeks worth of ad is a $12,000 ad campaign for four of the ads to run statewide and if you add the $3,000 already spent on the Big Island; it was a $15,000 campaign that ran. This includes two weeks worth of ads which this committee approved last meeting. Elena thanked the committee for their support. Farrah-Marie questioned if the $1,500 radio ads that we previously approved have all the fiscal paperwork in place to ensure payment this fiscal year. 2 Elena Cabatu reported that the final total is $1,238 which is less than the $1,500 approved and is being processed. In the coming year, the State Commission will be focused around the Year of the Girl/Teen Girl so anything we can tie in to reaching out to teens, especially teen girls would be great. Teen Dating Violence Prevention would be something we could tap into funds there for. She will be sure that this is on the Commission meeting agenda. Hazel Beck asked if a reference change can be made to young women versus girls. Elena Cabatu will bring it up at the commission meeting. The teen prom did not go on but the State Commission was able to re- appropriate $1,000 to the GLBT teens at the pride parade on July 6. This is an outreach program which encompasses self-esteem, suicide prevention, healthy relationships, and teen dating violence prevention. Cyd Hoffeld is spearheading this education project. The committee returned to the order of the agenda. CORRESPONDENCE Lee Watanabe received a letter of resignation from Linda Ugalde which was read to the committee. The letter was forwarded to the Mayor’s Office. B. Health 1. Women’s Health Month in September: No report C. Education 1. Equal Pay No report 2. Urgent Services Directory Nancy Kelly reported that there are still a lot of directories. We will make a conscious effort to distribute so we can start updating the new directory. Lee Watanabe will send some to the Kona office. Mele Spencer suggested that we distribute them at the Ladies Night Out. 3. Voter Registration Although Kim Schneider is in charge of this project, Carol Kitaoka reported that a statewide program is being developed by the Department of Education to educate high school students about voting and registering. She will be working with the Office of Elections and the Department of Education on this project. 3 D. Committee Report 1. Networking Farrah-Marie reported that the committee still needs to formally meet. They will do a comprehensive report at the next meeting. The County Committee on Persons with Disabilities has a facebook page so there is a way for us to be on facebook. She will be contacting different organizations/people to get pointers on how to create a website and what the parameters are. NEW BUSINESS A. Funding Proposals 1. University of Hawai‘i Committee on the Status of Women Conference Farrah-Marie reported that the Commission has three slots and with Elena giving up her slot, we have four slots available. The conference is on September 27, 2013 from 8:30 a.m. to 2:00 p.m. at the University of Hawai‘i at Manoa Campus Center. The conference speakers are: Dr. Maenette Benham, Dr. Sunny Massad, Dr. Virginia Pressler, Dr. Linda Johnsrud, Representative Colleen Hanabusa, and Ms. Danene Lunn, owner of Manuhealii. The day will progress after the speakers into focus groups. The 12 focus groups are: advocating for self in the workplace, campus security, career and professional development, compensation equity, equal employment opportunity, family care, healthy care and healthy lifestyles, leadership skills and growth, retirement, Title 9, working in male dominated fields and workplace violence. Lunch is provided and no conference fees. The only expense to the committee is the airfare and ground transportation. Farrah-Marie will send Lee Watanabe the conference program. It was suggested that we approve the people going and process an RAE. Farrah-Marie moved to approve four members of the committee to attend the UH Women Conference on September 27. The four members are: Hazel Beck, Katie Nova, Brooke Derby and Kim Schneider. Carol seconded the motion; motion passed. Nancy moved to have the committee fund the airfares and same day ground transportation for the four members to attend the University of Hawai‘i Women’s Conference in September up to $1,000. Mele seconded; motion passed. Lee will submit an RAE for approval for the airfare. After the RAE is approved, Lee will notify the members to make their reservations and submit their receipts for reimbursement by June 30. 2. Hilo Ladies Night Out Farrah-Marie Gomes moved to approve up to $200 in support of operational expenses for Ladies Night Out as a reimbursement to Hui Malama. Hazel Beck seconded; motion passed. 4 Mele Spencer will contact Elena Cabatu to contact Hui Malama to have them send the invoice to the Prosecutor’s Office for reimbursement. 3. Promotional Items a. Recyclable Bags Carol Kitaoka shared the logo that will be used on the recycle bags. The logo is that of the Big Island with a woman’s silhouette. “Hawai‘i County Committee on the State of Women” will be printed in an arch form above the Big Island logo. Love Shouldn’t Hurt will be printed in a different font on the bag as well. There will be five different colors of the bag, all being lighter colors because it’s easier to print on. The selected colors are green, blue, pink, orange and yellow. The charges include a screen charge, handling charge, charge for the artwork, & freight. The total for the initial 500 bags is $1,203.54 which was approved on the RAE. Discussion: Amount of bags can be doubled. The increase should be less since there is a one-time screen and artwork charge that won’t be incurred again. Nancy Kelly moved to approve purchase of recyclable bags with the committee message not to exceed $2,400. Mele seconded the motion; motion passed. b. School Supplies Farrah-Marie Gomes moved for the committee to purchase up to $500 of school supplies to be provided to island-wide youth. Discussion: The Kona Kohala Chamber of Commerce is working with KAPA Radio to put on an island-wide school supply drive the second and third weekend in July. The CSW could contribute to the school supplies drive and include our Urgent Services Directory. The school supplies drive is done so that the students will have what they need when school starts. Some of the stores that are at the collection point for this drive have offered reduction in the purchase of school supplies from them; the monetary contribution would go further than if we went out to buy the supplies on our own. Farrah-Marie Gomes explained that the KAPA representatives coordinate with all the principals of the schools around the island so there is a direct connection with a representative from each school. The schools identify their priority items based on what they see the students not coming to school with. When the items come in, KAPA goes through and inventories of all of the items and separate the items, then makes a personal delivery to the schools. Nancy Kelly stated that there is a balance of $457 in the account. Farrah-Marie Gomes then moved to amend her motion 5 to purchase up to $450 of school supplies to be distributed for island-wide distribution via the principals. Hazel Beck seconded; motion passed. Lee Watanabe will process the RAE. After it’s approved, Farrah- Marie Gomes will purchase the items and submit her receipts for reimbursement before June 30. B. New project ideas: This item will be pushed to the agenda for next month. Announcements Mele Spencer reminded the committee that elections should be done in June. Nancy Kelly, Carol Kitaoka and Mele Spencer volunteered to be on the nominating committee. The nominating committee will create a slate of officers and will send to Lee Watanabe for distribution two weeks prior to the next meeting. Election will be done at the next meeting. Mele Spencer announced for Elena Cabatu that on June 27, YWCA is recognizing Remarkable People on June 27 at a luncheon at the Hilo Hawaiian. Jan Higashi and Jackie Johnson are the nominees. Tickets are still available if anyone’s interested. Farrah-Marie Gomes announced that she has been in touch with Marcy, Coordinator for Hawai‘i Island Girls Scouts. She lives in Waikoloa and works out of the Kea‘au office once a week. Marcy expressed interest in having a discussion about how the Girls Scouts could collaborate with the CSW to promote our goals and mission. If anyone on the committee is interested in joining Farrah-Marie in the meeting, please e-mail her. Mele Spencer announced that Zonta is trying to get Catherine Betts over to the Big Island and is working with the Prosecutor’s Office in setting this up. She will keep us informed. Next meeting – Friday, July 12, 2013 in Waimea. Lee Watanabe will not be at the meeting to take minutes; Hazel Beck will do the minutes.
