HomeMy WebLinkAbout2014-20 CERSC Minutes 25Mar14 Communication No. 2014-20 PCDP Subcommittee on Connectivity and Emergency Response Meeting—March 25, 2014 Keaau Community Center MINUTES Call to Order: 5:07 p.m. Approval of Minutes as Circulated (March 11, 2014) In Attendance: Patti Pinto, Nadia Malloe, Dyana Hilliard, Patrice Macdonald, Lorna Higgs, Steve Hurt, Stephanie Bath, Hannah Hedrick, Marlene Hapai, Chair Old Business: 1. Discussion of Connectivity and Emergency Response Connectivity Locations and present map representing community suggestions thus far. New input, support for input and concerns discussed for Volcano, Hawaiian Acres, Orchidland, Fern Forest, Fern Acres, and others. Concerns remain regarding with access should come shared maintenance, liability, security and need for staggered roads to eliminate speeding through subdivisions. New suggestion for Hawaiian Acres discussed to connect Road 1 and D and E thereby allowing complete connection between 1, F and 8. Speed bumps on Road I and 2-lane gravel road for F also recommended. Additional input by P. Macdonald: Hawaiian Acres—Fix and widen Road 1 especially between D and E. No avenues or other roads mentioned or picked. No connectors decided. Fern Acres—Open 3 preexisting roads since Kopua Farm Lots is new and Eden Rock still connects. Orchidland—35 ', 37th, from Ainaloa across to Ola'a which they picked for safety and commercial zoning. 2. Scheduled testimony dates to determine CL recommendations to be forwarded to elected officials and others able to implement CLs Puna Uka: February 11, 2014 and March 11, 2014—testimonies received at each of these providing support for existing suggestions and new input. Concerns also addressed. Puna Waena and Puna Kai: March 11, 2014 and April 8, 2014 Testimony will continue to be accepted at all AC meetings, although prioritization will continue on schedule to benefit from available funds this fiscal year if possible 3. Update on Subcommittee Activity since last meeting: • Volcano Arts Center Presentation - March 2, 2014 • Hawaiian Royal Estates Board Presentation—March 5, 2014 • PCDP AC Meeting—Presentation given, Testimony received— March 11, 2014 • County Council Committee Meeting on Public Safety and Mass Transit—Provided testimony on Communication#697 on Formation of Ad Hoc Committee Relating to the Volcano-Pahoa Emergency Road Project—March 18, 2014 - Discussion 4. Timeline and Strategy to put suggestions forward for implementation: The following were discussed with suggestions to do drive around of all suggestions prior to prioritizing and sending lists to County DPW. The subcommittee will continue to work on this. • Press Release to include progress, process, testimony April 8' AC meeting, on-line maps, other presentations in April • May 1St begin prioritizing • Submit recommended prioritized connections to Action Committee • Submit prioritized lists to County DPW • Work with DPW to determine what is feasible right now • Do Drive Around of all suggestions • Address community concerns to do or not • Determine what we can do right now with available funds • Look into small projects that can be done now not needing EIS's • Arrange meetings as needed between County, CER Subcommittee and Communities affected to decide on agreed upon details 5. PREP Fair 2014 The following were briefly discussed with an emphasis on Reviewing of sections and topics of presentation • Saturday, August 30, 2014, Keaau High School, 9:00 a.m.-3:00 p.m. • Initial Planning: Major goals • Timeline • Review Sections and Presenters, Exhibitors, Vendors New Business: None Next Meeting: May 27, 2014 —Location: Keaau CC Adjournment: 6:20 p.m.
