WORKING GROUPS MEETING
APRIL 11, 2013, 6:OOPM,MOUNTAIN VIEW SCHOOL CAFETERIA
• Frank Commendador opened the meeting with introductions of attendees. He presented his
proposal, made to District 5 Representative, Zendo Kern, to extend South Lauko Road down to
Puhala. Frank reported that he had spoken with land owners along the road and had received
positive responses to the proposal. The County has paved half of the distance. The remaining
road access goes along the borders of land locked agriculture lots (50 acres), crosses a seasonal
stream bed. The land is primarily used for grazing. The benefits are to open a road makai of
Highway 11 that might be useable for light industrial/commercial use, to give safe access to and
from Mountain View Village and the school and to provide a second exit route from Fern Acres.
• Discussion on the boundaries of our planning area culminated on a decision to include the
generally defined areas from just beyond Oshiro Road north to just beyond Kukui Camp road to
the south, to extend east to the subdivisions and west to Stainback Road.
• Discussion of what do we want to see in the Village Center;
• How do we want it to look?
• what measures will enhance growth?
• do we want commercial growth?
• how will it impact residences?
• What kinds of businesses do we want to attract?
• Frank, Nadine and Garth agreed to meet and generate a survey, referring to the Pahoa survey, for
Mountain View.'
• Patti agreed to seek a large map of our planning area.
• Clyde Shiraki gave a report on the progress of the Culture and History Committee. The
committee has secured a wealth of historical material and it is now all in digital files. They
continue to seek oral histories and to research, visit and contact resources in the area. The
committee had begun to write summaries of their work.

1. Managing Growth: Land use and zoning, residential, commercial, industrial, agricultural.
Economic development, social services, housing, public safety, sanitation and wastewater.

2. Transportation: Roadways in and out of Mountain View, pedestrian access and safety,
parking, bike trails, bus stops, Scenic Corridor.

3. Mountain View Design District: A special district plan for Mountain View's central village.
To preserve and perpetuate Mountain View's unique character and appearance.
