Communication No. 2014-22 <br /> CER Subcommittee Report to PCDP AC April 8, 2014 <br /> Marlene Hapai, Chair Subcommittee on Connectivity and Emergency Response <br /> Goals of PCDP Subcommittee on CER approved 2/12/13: <br /> 1. Highest priority—promote health and safety: Establish a series of connectivity locations <br /> between Puna subdivisions and surrounding areas <br /> 2. Desired Outcome: Identify and develop a combination of road connections of various types, <br /> agreeable to residents that enable safe, indirect, calm passage, as well as provide more efficient <br /> access for emergency traffic. <br /> Since the last PCDP AC meeting we have had the opportunity to provide testimony for our 4 council <br /> members to form an ad hoc committee to address emergency routes from Volcano to Pahoa and have <br /> another subcommittee meeting to discuss connectivity issues and the upcoming PREP Fair.To better <br /> address both of these we have added another subcommittee meeting on the 3rd Tuesday of each month, <br /> April 15th being the next one,just for PREP Fair purposes.The 4th Tuesday will be used for connectivity <br /> issues only. <br /> Read Testimony in favor of forming an ad hoc committee on Volcano to Pahoa connectivity for <br /> emergency purposes. <br /> In good faith: <br /> • We have collected community input <br /> • Sent surveys to community organizations for input <br /> • Invited testimony <br /> To not lose available funds for high priority areas that are ready for implementation and have <br /> community support I recommend we: <br /> 1. Prioritize current connectivity suggestions with the information we have <br /> 2. Have public meetings in April (Ilagan and Kern) and/or publish in paper and send throughout <br /> media to confirm support or not of suggestions <br /> 3. Goal: Put forth priority lists to AC for vote next meeting May 13th <br /> 4. Forward to County DPW for next steps <br /> 5. Ad hoc committee can continue to address criteria to implement and funding <br />
