DISCUSSION ON RESPONSES RECEIVED FROM DEPARTMENTS, EMPLOYEES AND BOARDS AND COMMISSIONS a. Managing Director Wally Lau to elaborate on responses regarding previous recommendations and provide overview of current County projects and County structure. b. FINANCE; PUBLIC WORKS: For Motor Vehicle Registration, Driver Licensing Division and Building Division, have a number available to the public and require that a live person answer the telephone and require same day return calls during work hours. Announce this change with a public service announcement over the radio. c. ALL: Institute a four -day work week with 10 hour days. Require offices to stagger employee times. d. ALL: Establish a workforce Hele -on bus route for County employees in West Hawaii. Have back -up buses and mechanics in West Hawai'i to avoid delays if a bus breaks down. Rather than having park & ride facilities, establish more pick -up sites and use smaller buses. e. ALL: Analyze County vehicle take -home policy. f. POLICE: Charge alarm companies for repeat false alarms and charge phone company for repeat false dropped 911 calls. g. POLICE: Do not require police reports for minor traffic accidents; i.e. fender bender in parking lot. Citizens should be required to exchange info and report to insurance. h. POLICE: Make computer system more efficient; built in checklists, auto print Riverside affidavit and ADLRO for example. Faster processing for DUI and arrests. i. POLICE: Create fix it tickets or warning citations for traffic offences. j. AGING: Explore possibility of raising prices of elderly division classes. k. AGING: Reduction of printing costs. I. PARKS: Streamline hiring practices of contract workers. m. PARKS: Permit process to utilize County facility. 6. DISCUSSION REGARDING "THEMES" FOR REPORT The Commission previously identified three themes for the report: Energy, Finance, and Technology. Discussion is anticipated regarding whether any additional themes should be added, and how these themes should be addressed in the meetings with the departments and /or in the report. 7. DISCUSSION REGARDING FORMATION OF SUBCOMMITTEES TO MEET WITH VARIOUS DEPARTMENTS AND AGENCIES FOR THE PURPOSE OF GATHERING INFORMATION FOR THE FINAL REPORT The Commission will discuss its formation of various subcommittees to investigate and gather information from various departments and agencies of the County of Hawai'i to assist in the preparation of the final report. The scope of each such investigation and each member's authority will be defined at the meeting. The Commission anticipates devising uniform questions to be posed to each department. 8. DISCUSSION /ACTION REGARDING APPROACH TO TAKE TO TIMELY ACCOMPLISH MANDATE OF THE COST OF GOVERNMENT COMMISSION Includes discussion /action on the methodology and sequence of analyzing the departments /boards /commissions to determine what information is needed and how to gain that information. Establish timeline for submittal of subcommittee reports and drafting recommendations to meet the deadline for submission of the final report. 9. ITEMS TO BE PLACED ON NEXT AGENDA 10. DISCUSSION REGARDING LOCATIONS /DATES /TIMES OF FUTURE MEETINGSIVIDEO CONFERENCING 11. ANNOUNCEMENTS Notice if hereby given that pursuant to Hawai'i Revised Statutes § 92 -3.5, the Cost of Government Commission will be conducting this meeting via videoconference. If audio stream between Kona and Hilo is lost for more than a short period of time, the meeting will be terminated. A commission member(s) will be present at the following location: Kona Council Room, Conference Room A, West Hawai'i Civic Center, 74 -5044 Ane Keohokalole Highway, Building A, Kailua -Kona, Hawai'i 96740. (Pursuant to Hawai'i Revised Statutes § 92 -7.) Public attendance via videoconference will be available at both the Hilo and Kona locations. The next meeting of the Cost of Government Commission will be held on May 1, 2014 at 1:00 p.m. at the County of Hawai'i Aging and Disability Resource Center, 1055 Kino'ole Street, Suite 101, Hilo, HI 96720. 12. Those wishing to testify in person must register with the Commission Secretary at the meeting. Those submitting written testimony at the meeting should bring ten (10) copies for distribution. NOTICE TO LOBBYISTS If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist (Article 15, Section 2- 91.3(b), Hawai'i County Code). A lobbyist means "any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six -month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials." (Article 15, Section 2- 91.3(a)(6), Hawai'i County Code.)
