VI.Reports/Special Committee/Presentation
1. Malia Chow will share information about the Habitat Blueprint Project for West Hawaii,
its purposes and goals, and how we can address the concerns of our aquatic resource
users.
2. Corporation Counsel Lincoln Ashida or designee. During the 1978 Constitutional
Convention game animals were removed as a natural resource of the State. The Supreme
Court of Hawaii held that a number of proposed amendments were not validly ratified.
It appears that our game animals are still a natural resource of the State and should
be protected as such. Can you please verify this for us?
Unfinished Business:
1. A motion to form a special committee to work on issues within our County. This
committee shall consist of Kalani DeCoito, Dwayne Yoshina and Mark Bartell. The
committee shall undertake the following:
Provide a report on the undertaking of the GMAC to the County Council per
the commission charter.
Follow up on the public access projects that Jordan Jokiel had initiated with
the County of Hawaii.
Make a request to have a representative from the Hawaii County planning
department attend one of our meetings to address public access.
Inquire about Kawa Bay in Kau.
Work with the County Council and develop a resolution asking for the State
of Hawaii to look into the endangered species list and see if some species
can be delisted.
Work with the County Council and create a resolution or ordinance within
Hawaii County requiring that the use of snares to trap pigs shall be checked
every 24 hours.
2. A request was made to find out if the area above tree planting road in the Waiakea
Forest Reserve is scheduled to be fenced.
3. Concerns have arisen over privacy issues due to the use of hidden trail cameras in
hunting areas. Discussion.

§92-3.5, the Hawai‘i County Game Management Advisory Commission will be conducting
this Committee meeting via videoconference. Game Management Advisory Commission
members will be present at the following location(s), where the public is invited to
participate:
Hawai’i County Building, Puna Conference Room, 25 Aupuni Street, First Floor, Suite
1501, Hilo, HI, and
West Hawai‘i Civic Center, Mayor’s Conference Room, Building C, Second Floor

Anyone who requires an auxiliary aid or service, other reasonable modification, or
language interpretation to access this meeting please contact the Office of the Mayor at
961-8211 as soon as possible, but no later than five (5) working days prior to the meeting
date, to arrange for accommodations. If you are a lobbyist, you must register with the
Hawai‘i County Clerk within five days of becoming a lobbyist. {Article15, Section 2-91.3(b),
Hawai‘i County Code. “A lobbyist is any individual who is engaged for pay or other
consideration who spends more than five hours in any month or $275 in any six-month
period for the purpose of attempting to influence legislative or administrative action by
communicating or urging others to communicate with public officials.”
