HomeMy WebLinkAbout2014-03-20 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MARCH 20, 2014 The Leeward Planning Commission met in regular session at 9:33 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox, Barbara Nobriga and Thomas Whittemore ABSENT AND EXCUSED: Richard Nelson, III ALSO PRESENT: Duane Kanuha (Planning Director), Margaret Masunaga (Deputy Corporation Counsel), Jeff Darrow (Planner), Maija Cottle (Planner), Ron Whitmore (Planner), Bethany Morrison (Planner) and Noriko Sauer (Commission Secretary) And ten people from the public in attendance. A quorum was present. Chair Giffin called the meeting to order and introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the agenda. NEW BUSINESS APPLICANT: NA KĀLAI WA‘A (SPP-14-157) Application for a Special Permit to allow educational uses and special events including, but not limited to, classrooms, camping, meetings, seminars, community gatherings and related activities, and activities in conjunction with the ethno-botanical garden on 10 acres of land situated within the State Land Use Agricultural District. The subject property is located on the west side of Hawi Road approximately 2,200 feet makai (north) of Akoni Pule Highway (State Highway 270)-Hawi Road intersection, Ka‘auhuhu Homesteads, North Kohala, Hawai‘i, TMK: 5-5-008: 044. The Commission took up this item at 9:35 a.m. with five people from the public in attendance. (SEE EXHIBIT A) INITIATOR: PLANNING DIRECTOR Amendment to Chapter 25, Article 4, Division 5 and Article 7, Division 2 of the Hawai‘i County Code 1983, (2005 Edition, as amended), relating to increased residential density, including parking requirements, within CDH, Downtown Hilo Commercial District. The purpose of this ordinance is to rectify an unintended revision to Section 25-4-51 of the Hawai‘i County Code where the enactment of Ordinance No. 13-95 inadvertently repealed amendments to Section 25-4-51 1 contained in Ordinance No. 12-91 regarding funeral homes, funeral services, mortuaries and crematoriums. This draft bill restores the provisions of Ordinance No. 12-91. The Commission took up this item at 10:15 a.m. with one person from the public in attendance. (SEE EXHIBIT B) INITIATOR: PLANNING DIRECTOR Amendments to Chapter 25, Articles 2 and 5 of the Hawai‘i County Code 1983 (2005 Edition, as amended), relating to golf courses and related golf course uses. Amendments will clarify that a Use Permit to allow golf courses and related uses within certain zoning districts will not be permitted if the property is situated within the State Land Use Agricultural District, in accordance with the State Land Use Law. The Commission took up this item at 10:19 a.m. with one person from the public in attendance. (SEE EXHIBIT C) INITIATOR: PLANNING DIRECTOR Amendment to Chapter 16 “Amendment Procedures”, Section 16.1 “Comprehensive Review,” part (1) of the County of Hawai‘i General Plan (2005 Edition, as amended) in order to allow for the comprehensive review of the General Plan to be initiated 10 years after adoption of the previous comprehensive amendments, rather than the submittal of the comprehensive amendments to the County Council within that same time frame. The Commission took up this item at 10:23 a.m. with one person from the public in attendance. (SEE EXHIBIT D) MINUTES – The Commission took up the following minutes at 10:35 a.m.: November 21, 2013 – It was moved by Commissioner Hickcox and seconded by Commissioner Whittemore that the minutes be approved as submitted. The motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS – The Commission took up the following matters at 10:36 a.m.: 1.Election of Officers for 2014 It was moved by Commissioner Hickcox and seconded by Commissioner Whittemore that Commissioner Beaudet be elected as Chairperson. The motion was unanimously carried by a voice vote of all Commissioners in attendance. It was moved by Commissioner Whittemore and seconded by Commissioner Beaudet that Commissioner Hickcox be elected as Vice Chairperson. The motion was unanimously carried by a voice vote of all Commissioners in attendance. 2 2.Status of applications heard by Leeward Planning Commission that are pending before County Council Mr. Darrow said that there were currently no pending applications before the County Council. ANNOUNCEMENTS – There were no announcement.
