AGENDA 04/30/14 CALL TO ORDER KONA CDP MEMBER INTRODUCTION STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA ADMINISTRATIVE MATTERS 1. Minutes of the Meeting of April 02, 2014 2. Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and must comply with HRS § 92-7 BUSINESS OF COMMITTEE: ITEMS FOR DISCUSSION 1. Discuss and propose action to oppose the NPS petition to designate the Keauhou Aquifer. 2. Discuss Concerns for Concurrency a. The concurrency road list Trans 6.2 prioritizes road improvements. Table 4-1 concurrency zone does not have a clear and accurate build ability status report. b. Prioritized road improvements does not allow for changing conditions. Such as for example Kahului – Keauhou parkway AKA Ali’i Hwy. In the event this priority road cannot be built due to conditions out of everyone’s control, how will the priority be re- established? How will this event affect the planning process and conformity of concurrency? TRAN Policy 6-1 states that: “Any rezoning outside of a designated TOD within the Kona Urban Area (UA) approved prior to the completion of the Queen Kaahumanu Highway widening to the airport shall restrict occupancy until this widening project is completed. “ Although funded but no actual start date can reasonably be given, so no occupancy permits for any new rezoning can be granted. If concurrency remains true to its wording then we are in a moratorium and no development will occur due to the unpredictability of Queen Kaahumanu Hwy. So, can a review process be developed to credit roads that have recently been completed. Such as Anekeohokalole Hwy and its effect on Queen Kaahumanu Hwy? Should priorities shift at that point? d. Small land owners are burden by big infrastructure cost with no mechanism to adjust to project size. e. A financing program needs to be established so government and development can realize cost effectiveness and timing can be determined. f. Although, not listed on priority roads the Kuakini Road improvement which is in the jurisdiction of the State of Hawaii. This road is a priority on the county level but not a state priority. Recommendations should be discussed as well for and Concurrency methods of implementation. Action Committee will review sub-committee reports, SUB-COMMITTEE REPORTS: recommended motions and discussion items to place on the next meeting agenda for action. which provides information regarding the sub-committee 1. Open Space Network Sub-Committee will continue discussion with the Action Committee of the open space network plan format and content. Action Plan which provides 5. Report and discussion of the following items: a. Recommend that the Kona CDP Action Committee supports the proposed Public Works Department list of street improvement projects for Kailua-Kona. 2 b. Recommend that the Kona CDP Action Committee request that the county and state elected officials, support the expediting of the planning, right-of-way purchase and construction of the widening of State Route 11 between Henry Street and Kamehameha III Road, while continuing to support the Ali‘i Highway project. c. Recommend that the Kona CDP Action Committee request that the County and State identify the Route 11 widening project as only “Route 11 between Henry Street and Kamehameha III Road” in order to clarify the project funding descriptions. d. Recommend that the Kona CDP Action Committee request that the County immediately finance the Kona CDP Financing Plan update with current County funds. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
