Persons wishing to provide oral testimony are asked to submit a completed request form to the PCDP project manager prior to the completion of each public testimony portion of the meeting. Oral testimony shall be limited to three (3) minutes in length per agenda item during the Public Testimony on Agenda Items portion of the meeting or immediately prior to an agenda item, subject to the discretion of the Chair of the Puna CDP Action Committee. APPROVAL OF MINUTES: Regular Meeting on April 8, 2014. (5 min) NEW BUSINESS: 1. Communication No. 2014-25: Mt.View Village Center Plan Subcommittee Report. Written meeting notes on the April 10, 2014 working group meeting. (5 min) 2. Communication No. 2017-26: Connectivity and Emergency Response Subcommittee (CERS): Marlene Hapai and Patti Pinto will lead a discussion on the Connectivity Locations report submitted at the April AC meeting and seek AC approval for transmittal of the CERS recommendations to the Dept. of Public Works via the Planning Director. (20 min) 3. Communication No. 2014-27: Connectivity and Emergency Response Subcommittee (CERS) Report. Marlene Hapai and Patti Pinto will summarize the subcommittee meeting minutes for the April 15 and 22 meetings and report on the activities of the subcommittee since then. Mass Transit Subcommittee (MTSC): Mark Hinshaw and June Conant will update the AC on the activities of the MTSC since the April 81h AC meeting. (10 min) 5. Communication 2014-19: Draft letter from the Mass Transit Subcommittee to Tiffany Kai, Mass Transit Agency (MTA) Administrator Tiffany Kai, requesting movement on PCDP actions pertaining to mass transit, particularly the development of an island-wide mass transit master plan. (10 min) 6. Communication 2014-28: Draft letter from the AC to the Planning Director urging quick resolve to finalizing adjustments to the draft legislation related to the Pahoa Village district and design guidelines and commencing the appropriate adoption processes. (15 min) 7. Communication 2014-29: Draft letter from the PCDP AC to the director of the Department of Public Works requesting the reopening of South Lauko Road between Fern Acres and Hwy. I las a high priority project. (15 min) 8. Communication 2014-30: Draft letter to Mayor Kenoi requesting allocation of funds to hire a planning consultant to prepare a Volcano Village Center plan based on the community generated revisions to Volcano Long Range Plan. (15 min) 9. AC will consider amending the Operating Guidelines adopted by the first AC in December 2009 to include the mission statement of the PCDP, which reads as follows: (15 min) "The mission of the PCDP is to develop a sustainable, efficient, and organized plan that serves the diverse community of Puna, and protects and nurtures the `aina. " 10. AC will discuss the idea of organizing a town meeting as indicated in the AC Operating Guidelines. (10 min) UNFINISHED BUSINESS: 1. Action Matrix: The AC will consider additional revisions to the Action matrix that were made following input from the April meeting and adoption for use in tracking AC implementation activity. (30 min) AGENDA FOR NEXT MEETING: Agenda item suggestions from the AC for the June 10, 2014 meeting. ADJOURNMENT NOTE:Anyone who requires an auxiliary aid or service,other reasonable modification,or language interpretation to access this meeting please contact the Planning Department at 961-8288 as soon as possible,but no later than five working days prior to the meeting date,to arrange for accommodations."Other reasonable modification"refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist,you must register with the Hawaii County Clerk within five days of becoming a lobbyist.(Article 15,Section 2- 91.3(b),Hawaii County Code). A lobbyist means,"any individual engaged for pay or other consideration who spends more than five hours in any month or$275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials."(Article 15,Section 2-91.3(a)(6),Hawaii County Code).
