The MTSC respectfully requests your approval, with any changes the AC deems appropriate, and forwarding of this letter to Ms. Kai. The PCDP Mass Transit Subcommittee looksl leek-forward to working with you in assisting the MTA with recommendations that we might develop, based both on the PCDP and community participation. In keeping with the goals of Mass Transit in the PCDP 4.2.1: a. Mass transportation options are increased for all Puna residents. b. Transit service and improvements reinforce and complement the development of village/town centers. C. A greater percentage of commuters use mass transit. And the Actions to be taken under 4.2.3, including but not limited to: a. Prepare a County-wide Transit Master Plan to provide an overall framework for transit improvements while incorporating user input from each district. b.4) Establishing a hub-and-spoke transit system, in which transit circulators are teamed with trunk routes on major highways k. Expand Hele-On transit service to include regular service to both the Hilo and Keahole International Airports from all existing and future service routes. Hawai`i County is an Equal Opportunity Provider and Employer Ms. Tiffany Kai Administrator Mass Transit Agency March 14, 2013 Page 2 The enclosed Financial Impact Statement for an island-wide mass transit master plan was submitted to the Planning Director on or about January 15, 2014 by the PCDP AC. However, members of the Mayor's budget development team determined that this CIP budget request should come from your office. We understand that you have been requested by the Planning Department to submit this project request for inclusion in the final CIP budget proposal, which was due on Friday, April 11, 2014. However, in the event that did not happen, we are requesting that you immediately submit this CIP budget request as an amendment to the FY 2014-15 CIP Budget. We believe that a Hawaii Island Mass Transit Master Plan is integral to guiding the development of the best possible public transit system for the people of Hawaii County as well as providing an appropriate vehicle to address the other mass transit related actions of the PCDP. With our ever increasing population and growing transportation needs, we urge MTA to commence development of the master plan at the earliest possible date. Our Mass Transit SubcommitteeC and the PCDP Action Committee stand ready to assist MTA in any way possible to move this extremely important project forward and we are already working to identify funding sources from the Federal Government and private sector that will assist the MTA in achieving its goals of providing a modern transit system that is efficient and services the needs of all riders island-wide.
