Re: A resolution to adopt the Pdhoa Village Design Guidelines.
An ordinance amending Chapter 25, HCC, establishing the Pdhoa Village District as a special
district under article 7.
An ordinance amending Chapter 25, HCC,relating to the review applications for Plan
Approval and Planned Unit Development projects in special districts with adopted design
guidelines.
An ordinance amending Chapter 3, HCC,relating to the regulation of signs in the Pdhoa
Village District.
The Action Committee of the Puna Community Development Plan urges you to place the utmost
priority in commencing the processes necessary for the adoption of the resolution to adopt the Pdhoa
Village Design Guidelines and of the three related ordinances intended to create the Pdhoa Village
Design District that are necessary to implement the Design Guidelines.
Development in Pdhoa has been proceeding at a very rapid pace in recent years with increasing signs
of more projects likely to seek approval in the near future. The improving economic conditions in the
county combined with the rapidly increasing demand for local access to goods and services have
created an urgent situation for Pdhoa. Without these vital pieces of legislation in place, new
development will proceed without the guidelines crucial to maintaining the character and sense of
place of Pdhoa.
