AGENDA 05/28/14 CALL TO ORDER KONA CDP MEMBER INTRODUCTION STATEMENTS FROM THE PUBLIC REGARDING ITEMS ON AGENDA ADMINISTRATIVE MATTERS 1. Minutes of the Meeting of April 30, 2014 2. Approval of Addendum and/or Supplemental Agenda (requires six (6) votes, and must comply with HRS § 92-7 BUSINESS OF COMMITTEE: ITEMS FOR DISCUSSION AND ACTION 1.Discussion and action on and methods of implementation. Concurrency 2. Discussion and action on financing and funding methods for concurrency (streets) and public facilities and infrastructure as presented in the Financing Plan prepared for the KCDP by Goodwin Consulting Group, GCG, on January 14, 2011. 3. Discussion and action on the motion from last meeting by Doug Payne on the four (4) points listed under Transportation and Public Facilities sub- committee. (See sub- committee “e” below). ITEM FOR DISCUSSION 1. Presentation by RMB 20 to build a portion of Lako Street and donate a portion of a significant cultural site to the County in return for allowing developer to rezone, consolidate and resubdivide, into RM-1 (Multi-family Residential) lands immediately North of Lako Street. Open Space Network Sub-Committee will continue discussion with the Action Committee of the open space network plan format and content. Action Plan which provides e. Transportation and Public Facilities sub-committee updates on previous motions that have been approved; the current requests for information made to the various county departments for updates, current discussion items and proposed future discussion items. Take action on Motion from April 30, 2014 on the four points listed below: 1. Recommend that the Kona CDP Action Committee supports the proposed Public Works Department list of street improvement projects for Kailua- Kona. 2. Recommend that the Kona CDP Action Committee request that the county and state elected officials, support the expediting of the planning, right-of- way purchase and construction of the widening of State Route 11 between Henry Street and Kamehameha III Road, while continuing to support the Ali‘i Highway project. 3. Recommend that the Kona CDP Action Committee request that the County and State identify the Route 11 widening project as only “Route 11 between Henry Street and Kamehameha III Road” in order to clarify the project funding descriptions. 4. Recommend that the Kona CDP Action Committee request that the County immediately finance the Kona CDP Financing Plan update with current County funds. According to the Operating Guidelines of the Kona Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is on her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the hearing date to allow for mailing and thorough Committee review. If you are a lobbyist, you must register with the Hawaii County Clerk within five days of becoming a lobbyist {Article 15, Section 2-91.3 (b), Hawaii County Code}. A lobbyist means “any individual engaged for pay or other consideration who spend more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” {Article 15, Section 2-91.3(a) (6), Hawaii County Code}.
